Description

The resulting contractor shall repair a large HVAC system in building 90029, in accordance with the attachments listed in Section J. - This requirement is a Women-Owned Small Business set-aside under NAICS code 238220. - Disclosure of Magnitude of Construction: Between $1M & $5M -Pre-bid site visit : Information can be found in Section L - 2.1 - Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels the solicitation, the Government has no obligation to reimburse an offeror for any costs. - This solicitation will be awarded in accordance with FAR Part 14, Sealed Bidding. Your attention is directed to Section L and M for site visit information, bid preparation instructions, and evaluation criteria for award. Bidders are responsible for submitting bids so as to reach the Government office designated in the solicitation no- later-than the date/time specified. - PRIMARY AND ALTERNATE EMAIL ADDRESSES OF COMPANY REPRESENTATIVES: . Offeror Bid Submission: 1.1. This requirement will be procured using FAR 14 and FAR 36, Sealed Bidding and Construction Contracts. 1.2. The Government will award no more than one (1) contract with effective dates as of the date of award. 1.3. Electronic submission of bids are not permitted for this acquisition. All attempted transmittals of bid information or document not otherwise provided for in this solicitation via electronic means shall be rejected by the contracting officer. Such offerors will not be considered for award and these bids will be declared nonconforming to the invitation for bids. 1.4. Prospective offerors SHALL either hand-deliver all required documents or bids may also be submitted by mail to the 1st Special Operations Contracting Squadron at Hurlburt Field, Florida. DO NOT use USPS mail service. Mail ONLY using UPS or FedEx. All bids are to be mailed to: 1st Special Operations Contracting Squadron/PKB Attn: Mr. Richard Beaty 350 Tully Street, Bldg. 90339 Hurlburt Field, FL 32544 Offerors shall ensure they provide enough time for bids to be mail-delivered or hand-delivered to the 1st Special Operations Contracting Squadron prior to the close of the invitation for bids. Please allow enough processing, shipping, and handling time for the package to arrive as early as possible. For offerors intending to hand-deliver bid packages: Please arrive early enough to gain access to base and submit your bid package. A company representative who is denied access to the base for any reason (i.e. failed background check) will not be allowed on base and must ensure their bid is submitted to our office within the timeframe of bid closing. 1.6. Offeror Submission Schedule: 2.1. A site visit has been scheduled for 10 August 2022, 9:00am (Central Daylight Time) at the 1st Special Operations Contracting Squadron, 350 Tully St, Bldg. 90339, Hurlburt Field, FL 32544. All prospective offerors are required to provide Full Name and Company to Mr. Richard Beaty at richard.beaty.3@us.af.mil and TSgt Patrick Eldridge at patrick.eldridge.1@us.af.mil to ensure their name is given to Security Forces for base access. Requests must be received on/before 8 August 2022, 2:00pm (Central Daylight Time). All individuals will enter through the commercial visitor inspection (CVI) gate located off of Martin Luther King Jr Blvd. Please allow extra time to obtain your pass. A maximum of three (3) personnel per potential offeror will be allowed to attend the site visit. 2.2. Bid opening will be conducted at the 1st Special Operations Contracting Squadron Conference Room, located at 350 Tully Street, Bldg. 90039, Hurlburt Field, FL 32544. The bid opening date is 1 September at 2:00 pm (Central Time). Access to the installation shall be coordinated with the Contract Specialist to assure entrance Page 47 of 54 to facility NLT 24 hours prior to the date and time established for bid opening, all prospective offerors are required to provide for each individual, Full Name and Company to Mr. Richard Beaty at richard.beaty.3@us.af. mil and TSgt Patrick Eldridge at patrick.eldridge.1@us.af.mil for attendance of the bid opening. NOTE: Offerors that are denied access to the installation and are unable to deliver bid packages will not be considered for award if the bid package is not received prior to the time set for the close of the invitation for bids. The Contractor shall be required to (a) commence work under this contract within 10 calendar days[Contracting Officer insert number] calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 365 calendar days.* The time stated for completion shall include final cleanup of the premises. * The Contracting Officer shall specify either a number of days after the date the contractor receives the notice to proceed, or a calendar date. All questions must be received no later than three (3) calendar days after the site visit. The Government reserves the right to not answer questions received after the 3- day deadline unless in the best interest of the Government.
