Description

The Department of Veterans Affairs (VA), Office of Construction and Facilities Management, West Region, Vallejo CA, is issuing a Solicitation Notice seeking a construction contractor for construction in accordance with FAR Subpart 36.3, Solicitation Number: 36C10F23R0008 for Las Vegas Central Utility Drain Lines Replacement at VA Southern Nevada Healthcare System, at 6900 Pecos Rd, North Las Vegas, NV 89086. This procurement shall be 100 % Total Service-Disabled Veteran Small Business set aside, under the set-aside authority contained in 13 CFR 125 and FAR Part 19. Interested firms should provide sufficient information to allow informed evaluation and decision to ascertain if there is enough competition to solicit this requirement as an SDVOSB set aside. The Offeror must be a Construction Company with an approved NAICS Code 236220 - General Construction Contractors, Size Standard $39.5 million. The magnitude of the construction cost for this project is between $1,000,000 to $2,000,000. A Project Labor Agreement (PLA) will not be required for this project. The construction contractor shall provide all labor, materials, tools, equipment, and services necessary for the Las Vegas Central Utility Drain Lines Replacement in accordance with RFP documents for VA Southern Nevada Healthcare System, North Las Vegas, NV 89086. The contractor shall completely prepare site building operations and shall schedule related work in a manner that does not disrupt the continuity of care of the hospital, including demolition and removal of existing structures and furnishing labor and all required materials as noted in the solicitation. The construction contractor shall provide all required construction services for the project as described within the RFP document. Such services include but are not limited to: Alterations, mechanical, electrical, and fire protection, pipping connections, permits, labor, materials, tools, equipment, and all services that are deemed necessary for the construction of the project. All work shall be accomplished in compliance with all applicable local, state, and federal codes including specifications and drawings. The required work shall be completed within 240 calendar days from the receipt of the Notice to Proceed, which includes acceptance. NOTICE TO GENERAL CONTRACTORS: The offeror must be registered in the System for Acquisition Management database at https://www.sam.gov and have a DUNS Number to download documents before award. Firms claiming SDVOSB or VOSB status must be registered and verified at https://www.vip.vetbiz.gov/ SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents on www.sam.gov which will be available on or about 12/09/2022. The site visit will be held on 12/16/2022 at 1300 local time. The preproposal conference will take place at bldg 6. Engineering Office. room 1H112. By registering at the website www.sam.gov the Offerors will have access to downloading drawings, plans, specifications, and amendments, which will be available in electronic format, and will be notified by email of any amendments that have been issued. All solicitation-related notifications and amendments will be provided via the SAM.gov website. Potential Offerors are advised that they are responsible for obtaining all solicitation-related materials and amendments. No other alternative method of document issuance shall be provided. The prospective offeror is required to check and acknowledge all posted amendments through www.sam.gov before delivering the proposal to the designated person, place date and time noted on the solicitation. The contract will be awarded subject to the availability of funds. A Pre-proposal site visit will be scheduled separately. All prospective bidders, consultants, subcontractors, equipment, and material suppliers are invited. The location for the meeting is as follows: Engineering Conference Room at VA Southern Nevada Healthcare System, at 6900 Pecos Rd, North Las Vegas, NV 89086. There will be no public bid opening. All Offerors must ensure that their firms can provide 100% Performance and Payment Bonds at or above construction cost magnitude. In addition, the Offerors will be required to submit a bid guarantee at the time of proposal submission. This proposal shall be evaluated utilizing the Best Value, Trade-Off method by FAR Part 15. The Government reserves the right to reject any or all proposals at any time before award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price, and to award to the offeror submitting the highest technically rated or the lowest total price proposal, and to award to the offeror submitting the proposal determined to be the most advantageous best value to the Government. Offerors are advised an award may be made without discussion or any contact concerning the proposals received. Offerors should not assume that they would be contacted or allowed to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offeror to revise its proposal. The contract award will be made based on the subject availability of funds. Scope of Work ITEM I, BASE BID: The project will abandon the broken/degraded portions of the existing PVC 40 drain line within the footprint of the boiler room and pick up the Chiller Room drains where most feasible. Provide a project that will abandon the broken/degraded portions of the existing PVC drain line within the footprint of the boiler and chiller rooms and construct a new drain line system to collect all boiler room drains via new cast iron pipe or trench and connect to a properly constructed cast iron main drain line. Find the extent of the damage to the PVC drain line within the chiller room and cap off prior to the north of the chilled water pump skids. Pick up the existing skid floor drains and allow for the total abandonment of the existing PVC line. and repair is known breaks to the PVC drain line within the chiller room and cap off prior to the PVC line entering the boiler room. Route new cast iron pipe main drain to the north of the Chilled Water Pumps Skids. The existing line is still capped at the chiller skids allowing them to continue operating and not require the rerouting of the associated drains in the chiller plant. Abandoned lines will be filled with grout to maintain avoid erosion of the subsurface material.
