Description

Instructions to Offerors 1. For site visit information reference FAR 52.236-27. A minimum of 24 hours advance notice MUST be given for attendees of the site visit. Email both Kimberly Schneider, krschneider@usgs.gov and Michael Prince, mprince@usgs.gov to confirm attendance. Attendance at a site visit is strongly encouraged. 2. Questions regarding this solicitation shall be submitted to Kimberly Schneider, krschneider@usgs.gov. All questions regarding this request for quote (RFQ) must be submitted in writing no later than 4 calendar days before quotes are due. Questions and answers discussed at the site visit WILL NOT be binding on the resultant contract unless submitted in writing and incorporated into the RFQ by amendment. 3. NAICS and Size Standard 238220 Plumbing, Heating, and Air-Conditioning Contractors; $16.5 Million 4. Magnitude of Construction Between $25,000 and $100,000. 5. Submission of Quotations: 5a) Quotations shall be submitted by email to Kimberly Schneider at krschneider@usgs.gov and shall include a completed SF1442, signatures, UEI (Unique Entity Identifier). 5b) Include acknowledgement of all amendments. Acknowledgement of amendments can be done either using block 19 of the SF1442 or submitting signed copies of each amendment SF30. Doing both is not required. 5c) System for Awards Management (SAM) registration (https://sam.gov/SAM/) is to be completed and approved by the closing date for the submission of proposals. Vendor must have an approved, active, and current registration at SAM to be eligible for award. The Government reserves the right to award to the next low vendor if the lowest vendor is does not have an active or pending registration by the date of award. Include your representation for FAR 52.204-24 located in Section K in your response. 5d) Price. Vendors shall submit their price in the Schedule of Items, Section B. Additional or supplemental information may be included in any format the vendor prefers although the schedule of items must be filled out. 5e) Technical Specifications of the Boilers and Separator. Contractor shall provide the specifications of the quoted product which must meet or exceed the salient physical, functional, or performance characteristics that are specified in the solicitation. For "equal" products, the vendor shall follow FAR 52.211-6 Brand Name or Equal. If documentation submitted does not clearly demonstrate the specifications meets the requirements stated in the Statement of Work, the quote may not be considered. Technical Specifications will be rated on a acceptable or unacceptable basis. 5f) Delivery/Schedule. Contractor shall provide their best delivery/schedule to include lead times on all material. A delivery/schedule with a completion date that is less than or equal to 90 days after receipt of order (ARO) will be rated higher than a delivery/schedule with a completion date that is more than 90 days ARO.
