Description | The Project Includes the Following Work: Construction of Approximately 4,900 Lf of Concrete Curb and Gutter, Street, Sanitary Sewer, and Watermain. City of Bids Are Requested for the Following Contract: Road Effingham Thies Avenue Extension/airport Improvements. Instructions to Bidders: for All Further Requirements Regarding Bid Submittal, Qualifications, Procedures, and Contract Award, Refer to the Instructions to Bidders That Are Included in the Bidding Documents. Some of the Project Funding Would Be From the Community Development Block Grant (Cdbg) Program. Attention is Called to the Fact That the Firm Must Ensure That Employees and Applicants for Employment Are Not Discriminated Against Because of Their Race, Color, Religion, Sex, or National Origin and That Federal Section 3 and All Other Federal, State and Local Provisions Shall Apply. The City of Effingham Reserves the Right to Reject Any or All Proposals or to Waive Any Informalities in the Procurement Process. The Prime/general Contractor and Subcontractors Must Not Be Excluded From Participating in Any Federal Assistance Program [24 Cfr 85, Subpart C 85.35] Prior to Award. Bidder Must Comply With the Following: Business Enterprise Program Act for Minorities, Females, and Persons With Disabilities (Bep) (30 Ilcs 575/0.01 Et Seq.) Requirements Outlined in the Bid Form. If These Requirements Cannot Be Met the Contractor Must Document Good Faiths Efforts. The Bidder is Required to Fill Out the Utilization Plan as a Part of the Bid Packet. The Bidder is Required to Advertise for a Minimum of 14 Days in a Local Newspaper of General Circulation for Bep Good Faith Efforts. The Contractor Shall Include With Their Bid a Copy of the Certificate of Publication Showing the Notice Ran in the Newspaper.
