The Stormwater Department is seeking a civil engineering services consultant to assist in the overall planning, management, and design of the growing stormwater CIP. The City's stormwater infrastructure that was largely built in the 20th Century is past its useful life resulting in system deterioration and failure. Age combined with deferred maintenance due to historic underfunding of the storm drain system is resulting in an increasing amount of damaged, unmaintained, and failed stormwater infrastructure that can lead to flooding and catastrophic failure. Additionally, increased and evolving clean water regulations have enormously expanded the City's compliance obligations and associated costs. To meet the City's goals and improve the quality of life and progress toward a resilient and sustainable San Diego, the City is making significant investment in the planning, design, and construction of stormwater capital improvements. Therefore, the Stormwater Department has been aggressively pursuing supplemental Federal and State funding sources and was successful in securing substantial funding in grants and loans. The City has secured a $733 million federal loan from the United States Environmental Protection Agency (EPA) under the Water Infrastructure Finance and Innovation Act (WIFIA). The Stormwater Department aims to grow its Stormwater CIP portfolio in response to the anticipated funding. This includes expediting the implementation of existing CIPs to advance them into construction and developing new CIP concepts. Many of the Stormwater CIP projects are based on previously developed concept design and/or the product of one or more of the Watershed Master Plans (WMP), Integrated Drainage Engineering Analysis (IDEAS), or other stormwater planning studies. The selected Consultant will used to assist City Staff in achieving this goal. The Stormwater Department is seeking a civil engineering services consultant to assist in the overall planning, management, and design of the growing stormwater CIP. California State Water Resources Control Board - Clean Water State Revolving Fund (CWSRF): 1. Construction - MBE 2% WBE 1% 2. Supplies - MBE 1% WBE 1% 3. Services - MBE 1% WBE 1% 4. Equipment (combined in above) - MBE 1% WBE 1% MBEs and WBEs must be certified by EPA, SBA, DOT or by state, local, Tribal, or private entities whose certification criteria match EPAs in order to be counted toward MBE/WBE accomplishments.
