Description | The work as shown on the plans and as specified herein consists mainly of roadway resurfacing, water main installation, concrete flat work, and the installation of new street lights. The work is to be performed on and along Allen Avenue, Barber Street, Blakely Street, all from Augusta Avenue to Glen Avenue; Bishop Street from Roosevelt Road (IL Route 38) to Forest Avenue; Augusta Avenue from Joliet Road to Neltnor Boulevard (IL Route 59); and Glen Avenue from Joliet Road to Bishop Street. The net length of roadway improvements is approximately 8,532 feet (1.62 miles) within the City of West Chicago in DuPage County. The project includes, but is not limited to, the following items: pavement milling, hot-mix asphalt (HMA) binder and surface course installation, 8" ductile iron water main and water main services installation, PCC curb and gutter removal and replacement, PCC sidewalk removal and replacement, sidewalk ramp ADA panel installation, parkway/ditch restoration, manhole structure repair and adjustments, new street lights, thermoplastic pavement markings and all incidental and collateral work necessary to complete the project as shown on the Plans and described herein. Minorities and women owned businesses (MBE/WBE) are encouraged to submit bids on this project. Bids shall be accompanied by a bid deposit in the amount of 5% of the bid. Bid bond shall be in the form of a bid bond (IDOT form 12230 or equal), certified check or cashier's check drawn on a responsible bank doing business in the United States and shall be made payable to the City of West Chicago. All bids not accompanied by a bid deposit will be rejected. The successful bidder shall furnish a Performance Bond and a Labor-Mechanical Payment Bond, both in the amount of one hundred percent (100%) of the bid amount as a security for the faithful performance of this contract and as a security for the payment of all persons performing labor on the project under this contract and furnishing materials in connection with this Contract, respectively. No bidder may withdraw his/her bid after the scheduled closing time for a period of ninety (90) days. This project is partially funded by the Community Development Block Grant funds. Successful bidder will be required to follow all grant requirements. The City reserves the right to reject any and all bid proposals, to waive any informality in any bid proposal, to re-advertise the proposed services, and to accept the proposal most advantageous to the City. The work as shown on the plans and as specified herein contains quantities for intermittent sidewalk removal and replacement. The project is located throughout the City of West Chicago, with the majority of the project's improvements located within residential neighborhoods.
