Description

Remove and replace existing joint sealant and backer rod from precast panel facade on buildings as indicated on site plan drawing in accordance with the joint sealant spec and the manufacturers recommendations, and wash the building exterior. All bids must be accompanied by a bid bond in the amount of 5% of the bid amount for the Building 8 Precast Panel Joint Replacement Project and made payable to the Western Lake Superior Sanitary District. The lowest responsive, responsible Bidder will be required to submit a certificate of insurance including coverage amounts laid out in section 7 of the attached Contract Services (Construction) Terms and Conditions. During the optional pre-Bid conference, prospective bidders will have the opportunity to ask questions relating to bidding or constructing the work under this contract. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum issued to all plan holders. This is an Optional Pre-Bid Conference, lack of attendance will not be deemed as non-responsive. Please note that WLSSD is seeking quotations, not bids, for this project and said quotations may be subject to further negotiation once all quotes are submitted and opened. WLSSD reserves the right to negotiate the quotations, and to award the contract to someone other than the one with the lowest quotation. Quotes will be generally evaluated based on value for the amount of work described to be completed. WLSSD intends to award the project by September 27, 2022. The award will consist of execution of an agreement between the successful contractor and WLSSD. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to be non-responsible. Owner may also reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder. Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder. In evaluating Bids for lowest Bid price, Owner will consider the sum of Total of All Bid Prices plus any Alternates it determines to award. The Owner reserves the right to accept alternates in any order or combination it determines to be in the best interest of the Owner, taking into consideration financial impacts and the needs of the Project. If the Contract is to be awarded, it will be awarded to the responsive, responsible Bidder with the lowest Bid price, which is the sum Total of All Bid Prices plus any Alternates it determines to award. If the Contract is to be awarded, and after the responsive, responsible Bidder with the lowest Bid price has been determined, the Owner shall have the right to accept alternates in any order or combination or to not accept any alternates. It is not the intent of the Owner to accept or reject alternates that would have changed the evaluation for lowest Bid price.
