Description | FAC 2021-07 General: United States Coast Guard Cutter PATOKA has a requirement to repair a main sewage line traveling under an upper buoy pen. Sewage does not drain adequately out of the onboard housing unit (CST/UPH). A break, possibly two, has been identified in the main sewage line under the concrete slab of the upper buoy pen. Contractor should excavate existing sewer line to determine appropriate means of tying new drainage line into existing. Location: United States Coast Guard Cutter PATOKA 1797 Harbor Front Rd. Greenville, MS 38701 I. Continuity of Facilities Operation: Schedule work to minimize interference with the facility's normal operations. Normal operating hours are from 6:45am to 4:00pm Monday thru Friday except federal holidays. Any work during other hours unless otherwise instructed or permitted shall be scheduled and approved with the Contracting Officers Representative. II. Notification of Start and Completion of Work: The Contractor shall notify Coast Guard one week prior to start of work. III. Coast Guard Contracting Officers Representative: The Contractor shall contact the COR to coordinate all construction efforts onboard Coast Guard Facilities. MKC Chris Vonderau Chris.vondera@uscg.mil 662-394-9746 IV: Recycling and Disposal of Refuse: Minor refuse, excess or waste materials resulting from construction operations may be disposed of in base dumpsters. All disposals shall be done in accordance with federal, state, and local laws and regulations. All bulk waste shall be disposed of by contractor. V: Safety: During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 - Safety and Health Regulations for Construction. The contractor shall have a written safety plan as required in FAR 5.236-13. The plan shall unequivocally assign responsibility and authority for safety to the superintendent by name. Immediate notification to the Contracting Officer's Representative of lost time due to accidents is required. Provide two copies of workman's compensation accident reports by noon of the day following the accident. The Coast Guard reserves the right to bar any workers or supervisors from the premises should they be documented as violating set safety standards and regulations. VI. Inspection: The Contracting Officer's Representative has the right to reject defective workmanship or materials or work not performed as per the project specifications. Only the Contracting Officer or his/her representative may accept work performed by the contractor. VII. Operations and Storage: The contractor is to take whatever steps necessary to ensure that his materials are protected. The Coast Guard has no responsibility for receipt, storage, or protection of contractor's materials. All equipment, materials and supplies shall be addressed to the contractor. The Coast Guard will not accept shipments. The contractor is responsible for the protection of existing structures, utilities, work and vegetation. Any damage shall be repaired at the contractor's expense. VIII. Contractor Identification: The contractor and subcontractor personnel shall, at all times, wear company identification. IX. Existing Utilities: The Contractor shall field verify all utility locations before commencing work. This shall include, but not be limited to, the use of visual, sonic, electronic or magnetic detection devices. Contractor shall be responsible for repairing any utilities damaged during construction at no additional cost to the Government. VIII: SCOPE OF WORK: Contractor shall provide all labor, materials, disposal and equipment necessary to complete the following unless noted below: ITEM NAME CST/UPH Sewage Line LOCATION: USCGC PATOKA 1797 Harbor Front Rd. Greenville, MS 38710 All Materials and Labor as provided by contractor must be complete, comparable to existing and approved by Contracting Officer REQUIREMENTS: Inspect, Repair and fix all drainage associated with the main sewer line from the UPH/CST. 1. SCOPE 1.1 Intent. Contractor shall inspect the sewer line starting from the main sewage vault going out under the buoy pen to the vault half way to the main road, confirm damaged areas and make repairs associated with findings, to include rerouting the sewer line around the buoy pen. Contractor shall inspect/test all installed drainage prior to and post completion of work. Contractor shall provide photographs of all inspected surfaces, and dispose of all waste. 1.2 Government-furnished property-None. 1.3 Contractor shall submit in writing to the COR any additional findings requiring additional funding, inspections or modifications to the original proposal. NO additional work may proceed without authorization from the Contracting Officer. CHARACTERISTICS: 6" PVC piping and various PVC fittings. WARRANTY: A. Standard Manufacturer's Warranty for all replacement parts and materials PERIOD OF PERFORMANCE: Completion within 30 days upon contract award. GOVERNMENT ACCEPTANCE: Acceptance will be made at destination by a Government representative. Acceptance will be contingent upon the representative's verification of product and workmanship. FOR OFFICIAL USE ONLY . This solicitation is to obtain services for repairing sewer line as defined in this scope of work, located at CGC Patoka, 1797 Harbor Front Rd., Greenville, MS 38701. Period of performance: 30 calendar days from award. This applicable NAICS is 238220 and set-aside is 100% small-business. 2. This solicitation will result in a Firm-Fixed Price Contract. Offerors must be actively registered in System for Award Management - https://www.sam.gov Federal Acquisition Regulation Clauses and Department of Labor construction wage rates are included in this solicitation and are applicable. 3. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. FAR 52.237-1.
