Description

**As of April 6, 2023, project was awarded to Advanced American Construction, Inc., awarded amount is $6,796,557.90.** Estimate Cost: $7,250,000 - $8,000,000 The City of Pasco, Washington is inviting and requesting bid proposals for construction of the above-named project. This project consists of improvements and modifications to the Citys existing municipal wastewater treatment plant (WWTP) which includes furnishing all labor, materials and equipment necessary for the construction of approximately 1,600 linear feet of new 42-inch diameter HDPE DR 17 outfall piping and installation of a multiport diffuser of which 1,250 linear feet will be constructed within the Columbia River. Project also includes demolition of approximately 1,250 linear feet of existing 24-inch diameter outfall piping and the existing multiport diffuser of which approximately 880 linear feet are within the Columbia River as well as miscellaneous site work, yard piping, and other appurtenances as necessary to complete the Project. This contract provides the Contractor with three hundred sixteen (316) working days to attain project completion. Bids will only be accepted from Contractors who are eligible to perform services as governed by PMC 14.15 and who are listed on Abadans City of Pasco Plan Room Plan Holders list. Upon award, Contractor (and subcontractors) shall have a current City of Pasco Business License. It is anticipated that this project will be funded in part by the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids. Representatives of the City will be available to discuss the project, address questions, and conduct a site visit with potential bidders and subcontractors. If deemed appropriate, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum issued to all plan holders. Technical questions regarding the scope of this project should be put in writing and directed to Mark Cummings, email mark.cummings@consoreng.com. The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Relate Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. Work performed on the project will be subject to the higher of prevailing state or federal Davis-Bacon wage rates. The Contractor shall be licensed in the State of Washington. The Contractor shall not discriminate on the basis of race, color, national origin or sex in the performance of this contract. The Contractor shall carry out applicable requirements of 40 CFR Part 33 in the award and administration of contracts awarded under EPA financial assistance agreements. Failure by the Contractor to carry out these requirements is a material breach of this Contract which may result in the termination of this Contract. If a contract exceeds $10,000, the Contractor shall comply with Executive Order 11246, Equal Employment Opportunity, as amended by Executive Order 11375, Amending Executive Order 11246 Relating to Equal Employment Opportunity, and as supplemented by regulation at 41 CFR Part 60. Contractors compliance with Executive Order 11246 shall be based on implementation of the Equal Opportunity Clause, and specific affirmative active obligations required by the Standard Federal Equal Employment Opportunity Construction Contract Specifications, as set forth in 41 CFR Part 60-4.
