Description | The City of Pembroke Pines is a city of Broward County. There are currently 31 municipalities, including the City of Pembroke Pines, in Broward County. The City seeks, through this Request for Letters of Interest (RLI), to identify firms that can meet the Citys future solid waste management needs, consistent with its long-term objectives. The City anticipates this process will result in identification of systems or procedures that will meet the stated objectives and yield one or more means to manage solid waste disposal in the City (and/or partner cities) in the future. Accordingly, the City reserves the right (but is not obligated) to select the most advantageous response or responses to the RLI and negotiate one or more contracts for future services. Additionally, the City reserves the right to reject proposals for any reason or without cause, to waive any irregularities or informalities, and to solicit for other proposals. Incomplete or non-responsive proposals may be rejected as non-responsive. The City recognizes that many options it considers will require some time, and is beginning this process now to proactively evaluate such options. Questions Due Date: Jan 31st 2023, 2:00 PM EST Intent to Bid Due Date: Feb 21st 2023, 2:00 PM EST Anticipated Date of Issuance for the Addenda with Questions and Answers: February 6, 2023 Evaluation of Proposals by Staff March - April 2023 Recommendation of Contractor to City Commission award: May 2023 The sealed electronic proposals will be publicly opened by the City Clerks Office, in the City Hall Administration Building, 4th Floor Conference Room located at 601 City Center Way, Pembroke Pines, Florida, 33025 The City may not be opening up the physical location for public access. As a result, meetings may be a combination of in-person and virtual, all as provided by law. In any event, the public is encouraged to attend the bid opening process virtually in lieu of attending the meeting in person. While recognizing the importance of public accessibility to the bid openings, and considering public health concerns, in the abundance of caution, the City is requesting that interested parties utilize live streaming as a safe way for vendors and the public to view the bid opening process in lieu of attending the meeting in person. The public may download the Cisco Webex Meetings app from https://www.webex.com/downloads.html/, to view and listen to the meeting, however please make sure to mute your phone/microphone/devices audio and camera as the public may attend the meeting but will not be allowed to comment or participate in the proceedings. The City of Pembroke Pines reserves the right to accept or reject any and all bids or parts of bids, to waive irregularities and technicalities, and to request rebids. The City also reserves the right to award a contract on such items(s) or service(s) the City deems will best serve its interests. All bids shall be awarded to the most responsive/responsible proposer, provided the (City) may for good cause reject any bid or part thereof. It further reserves the right to award a contract on a split order basis, or such combinations as shall best serve the interests of the City unless otherwise specified. No premiums, rebates or gratuities permitted, either with, prior to, or after award. This practice shall result in the cancellation of said award and/or return of items (as applicable) and the recommended removal of proposer from bid list(s). The awarded contractor shall observe and obey all laws, ordinances, rules, and regulations of the federal, state, and CITY, which may be applicable to the service being provided. The awarded firm shall have or be responsible for obtaining all necessary permits or licenses required, if necessary, in order to provide this service. Proposer warrants by submittal that prices quoted here are in conformity with the latest federal price guidelines, if any. |
