Description | JPA project no - 18008.00 (Construction) Project 538-18-102 Increase Back-Up Electrical Generation and Site Distribution Location: Chillicothe VA Medical Center 17273 State Route 104, Chillicothe, OH 45601-9718 The Contractor shall completely prepare the site for building operations, including demolition and removal of existing items, and furnish labor, materials, and equipment necessary to complete all new construction which includes, but is not limited to, architectural, mechanical, electrical, and plumbing as shown on drawings and specifications. Base bid work includes general construction, alterations, roads, walks, grading, drainage, necessary removal of existing structures, a new medium voltage generator, replacement of automatic transfer switches, panelboards and pad-mount transformers, new HVAC systems and replacement low-voltage emergency generators, and certain other items. The work shall include infection control measures, and mitigation measures for construction-caused dust, noise, and vibration. The work will include phasing to accommodate the Medical Centers on-going operations. Multiple outages that must be pre-coordinated with the medical center will be required. All work shall be conducted in complete accordance with the project Statement of Work, specifications, and drawings. Period of Performance for this requirement is 540 calendar days from issuance of the Notice to Proceed. NAICS 238210 Electrical Contractors and Other Wiring Installation Contractors. Business size standard is $16.5M. Project Magnitude for this project is $1,000,000.00 - $5,000,000.00. This is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB). All bidders must be verified in VETBIZ.GOV and registered in SAM.GOV at the time of offer and award to be eligible for award. To be eligible for award, all bidders must complete and return section 4.17 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING--CERTIFICATE OF COMPLIANCE. All offers are to be emailed to the Contracting Officer no later than the date & time indicated in Section 13a (below). Offers received after the date & time indicated in Section 13 will not be considered. All contractors and subcontractors working on federal installations shall comply with health-related health mandates. All costs associated with health-related mandates are the responsibility of the contractor. Mandates are subject to change throughout the period of performance of this contract, and contractors are expected to adapt and comply at no additional cost to the Government. Health-related mandates may include, but are not limited to, COVID, influenza, etc. Organized Site Visit is August 9, 2022 @ 10:00am EST. Meeting place will be Bldg. 21, Chillicothe VA Medical Center. To obtain clarifications and/or additional information concerning the contract requirements, specifications and/or drawings, submit a written RFI utilizing the RFI Form attached to this Solicitation, send via email to myron.carson@va.gov. The subject line of the email must read 'RFI - PROJECT # 538-18-102'. RFIs must be specific identifying section, paragraph and page no. of the specifications or cite the drawing number and must be in question format. All RFIs submitted shall include the solicitation number, project number, and title; contractor name, city, state, telephone, email address, date submitted, and the RFI question(s). RFI responses will be posted to SAM.gov necessary in amendment format. Deadline for submission of RFIs for this solicitation is close of business (4:00pm EST) August 19, 2022. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. |
