Description

All prospective offerors must be verified in the VetBiz.gov database as an SDVOSB to be considered for award. The offeror MUST be registered in the System for Award Management (SA1I)www.sam.gov at time of proposal submission and maintain that registration to be eligible for award. NAICS Code 238990 is applicable for this procurement with the small business size standard of $16.5M. The magnitude o construction for this project is estimated to be: Between $0 and $25,000. he Network Contracting Office will NOT be issuing any state tax exemption certificates. All state taxes should b ncorporated into your quote. 1. h Contractor shall begin performance within 10 calendar days and complete 2t within 30 calendar days after receiving X award, notice to proceed. This performance period is X mandatory negotiable. GENERAL INTENTIONS: Construction activities shall include, but are not limited to, demolition of existing asphalt parking lot, compacting subgrade, installing, and compacting subbase, replacing asphalt. The final grade shall match the surrounding parking lot grade. The project will increase safety and customer access by improving the traffic flow, parking, and road conditions for Veterans and employees. This is an operational Veterans Affairs (VA) Hospital, and all construction work shall be planned and executed to minimize impacts to daily operations. o Building 46 is a Logistics warehouse where the loading and unloading zones are used daily, this project will need to be completed in 2 phases to allow continuous access to at least one of the loading docks during construction. o The Contractors bid shall include the; Demolition of existing asphalt, prepping, and compacting the sub grade, installing, and compacting the base material, installing the asphalt and compaction. B. GENERAL BUILD REQUIREMENTS: 1. Contractor shall provide all supervision, labor, materials, equipment, and incidentals necessary to accomplish Work Elements and requirements outlined in the Scope of Work (SOW). 2. All Contractor's activities (construction, testing, submissions, etc.) shall be done in accordance with the listed specifications and drawings attached. 3. Contractors' construction approach shall be environmentally conscious and strive to minimize environmental impacts where practical. Contractor shall take care to minimize damage to existing asphalt in the parking lot. 4. Tobacco use of any kind is not permitted on the campus grounds of VA Black Hills Health Care System (BHHCS) by Veterans, family and visitors, volunteers, contractors, and sub-contractors. 5. Where equipment, temporary installations, ingress/egress restrictions or any other consideration is necessary, blocking access to the excavated area with cones and/ or flagging, such requirements shall be provided by Contractor. 6. Normal construction methods should be assumed applicable for this project and used for bidding purposes. As Fort Meade sits on a historical site if the contractor during construction finds an archeological artifact, or what looks to be, contractor will stop operations, notify the COR, and the VA will conduct an archeological assessment. 7. Contractor shall work with the COR on the schedule and phasing plans for all activities to minimize the disruption of traffic flow, parking, loading, and unloading. Building 46 is the main drop off and pick up location for Ft. Meade Warehousing. 8. The Contractor shall confine all staging, stockpiling and construction activities within the anticipated construction area vicinity. Contractor shall coordinate proposed staging and stockpiling areas with the COR. 9. Contractor shall provide all construction staking services, if needed, to maintain the current drainage flow. Typical utility staking shall be performed, from VA COR or designated utility. C. WORK ELEMENTS: 1. Asphalt repairs at Building 46 Loading Dock: i. Contractor shall full depth sawcut existing asphalt. 568-21-107: Building 46 Loading Dock Paving for - FM 06-14-2022 Scope of Work (SOW) Page 2 of 2 ii. Contractor shall demo and remove, from Ft Meade property, 1005sqft of existing asphalt 6" thick. iii. Contractor shall remove, from Ft Meade property, material to a depth of 1' below the top of existing asphalt. iv. Contractor shall compact the subbase course prior to new 6" of base material is installed. v. Contractor shall install and compact the new 6" of base course, to be placed below the new asphalt. vi. Contractor shall install new asphalt and roll. vii. Contractor shall re-apply parking lot striping. D. POST AWARD REQUIREMENTS: 1. Project kick-off meeting: The Contractor shall plan for an on-site project kick-off meeting with VA staff. E. PROPOSED SCHEDULE (CALENDAR DAYS): 1. From notice of Award the Period of Performance is 30 days.
