Description | Rehabilitation of West General Aviation Apron Eugene F. Kranz Toledo Express Airport, Swanton, OH 43558 This contract is for all labor, material, insurance, and equipment necessary for the Rehabilitation of West General Aviation Apron project located at Eugene F. Kranz Toledo Express Airport, Swanton, Ohio 43558, in accordance with the specifications, for the Toledo-Lucas County Port Authority at One Maritime Plaza, Toledo, Ohio 43604. The proposed project at Eugene F. Kranz Toledo Express Airport (TOL) includes the rehabilitation of roughly 345,000 square feet of bituminous asphalt pavement with grade correction on the West General Aviation Apron as well as the relocation and construction of a new taxiway connector, roughly 69,000 square feet of new bituminous asphalt pavement. Modification to existing drainage infrastructure and structures adjacent to the West General Aviation Apron is also included to combat soil erosion. Project phasing has been established to enable safe integration of construction and continuous aircraft operations during the project. The project will be part of a federal grant with the anticipated schedule permitting construction of the new taxiway connector in the fall of calendar year 2023 (45 days) with the remainder of work to resume in the spring of calendar year 2024 (49 days). Electronic Proposals must be submitted on the form(s) included in Bid Express and shall be accompanied by a certified check or an acceptable Proposal Bond with satisfactory surety specifying the Toledo-Lucas County Port Authority as the obligee, in the sum of not less than ten percent (10%) of the total proposal amount. Any bid may be withdrawn prior to the scheduled closing time for receipt of bids. The successful bidder will be required to submit a Contract Bond and Certificate of Insurance. The Port Authority's goal for Disadvantaged Business Enterprise (DBE), participation in the project shall be fifteen percent (15%), and bidder shall provide documentation of its ability to achieve that goal or, if the Port Authority's goal is not attainable by bidder, bidder shall provide an affidavit detailing why that goal was not attained. A bid that fails to meet this requirement will be considered non-responsive. The lowest responsive and responsible bid shall be determined in accordance with the Port Authority's Resolution No. 68-00 as found in the General Conditions. The Port Authority reserves the right to reject any or all bids, and to waive any technicalities as it may deem best for their interest. The Port Authority also reserves the right to add or subtract from quantities shown in the proposal. The Toledo-Lucas County Port Authority (TLCPA or Client) owns and operates Eugene F. Kranz Toledo Express Airport (TOL or Airport). TLCPA has selected RS&H Ohio, Inc. (RS&H or Consultant) to provide design/engineering and bidding phase services for the General Aviation Ramp Improvements project consisting of the following three project areas: 1. Rehabilitate West General Aviation (GA) Apron 2. Shift or Reconfigure Existing Taxiway B11 3. Improve Airport Drainage/Erosion Control The proposed project will include pavement rehabilitation, drainage improvements, new taxiway pavement construction, and taxiway safety area grading improvements. The design and bidding are programmed to be completed by Spring of 2023 with construction to follow. Specific project elements are noted below.
