PURPOSE The purpose of this Request for Proposal (RFP) is to solicit sealed proposals from qualified contractor(s) to establish a contract through competitive negotiation to provide custodial services for locations at Northern Virginia Community College (NVCC). NVCC requires these services in each building on its six (6) campuses. The Northern Virginia Community College Campus locations are Alexandria, Annandale, Loudoun, Manassas, Woodbridge, and the Medical Education Campus is in Springfield. Northern Virginia Community College reserves the right to award to multiple bidders. This solicitation is being conducted on behalf of the Virginia Community College System (VCCS) to include its 23 Community Colleges, System Office, and Shared Services Center. Any of the VCCS entities may, but are not obligated unless otherwise stated, to utilize any contract(s) awarded as a result of this solicitation. A list of VCCS colleges is available online. The VCCS entity with an immediate need for these services is Northern Virginia Community College (NVCC). The Contracts Department of the Shared Service Center has a particular interest in consolidating procurement efforts to maximize benefits for all college system users and to wisely spend taxpayer dollars. STATEMENT OF NEEDS Northern Virginia Community College ("NOVA"/College) requires a Contractor capable of maintaining cleanliness of all facilities at a level of service that equals or exceeds ordinary tidiness, as defined below. The Contractor shall provide all labor, including indoor porter services, outdoor trash pickup porter services, supervision, equipment, cleaning supplies, and materials, unless otherwise stated, and all other related janitorial/custodial services. Contractor shall provide trained and experienced personnel to provide comprehensive services with a high degree of attention to detail. Variations from usual commercial practices may be necessary due to the uniqueness of the campuses and the changing needs of the College. GENERAL REQUIREMENTS: The Contractor(s) shall provide and furnish all labor with the supervision necessary to provide complete and comprehensive custodial services and outdoor porter services, as well as providing environmentally friendly ("green") tools, equipment, materials, and supplies. The cleaning services shall result in no visible trash, dirt, debris, or detritus and it should include all custodial functions, including indoor and outdoor porter services, normally associated with facilities of this type. The College will not provide any supplies. Existing restroom equipment which is damaged or broken shall be replaced by the Contractor with similar equipment at no additional cost. Additional restroom equipment for new locations and/or renovated areas shall be provided at an additional charge on an as needed basis. A. Building Space Changes: Northern Virginia Community College reserves the right to adjust the space occupied by the College, add new space or, to remove space, as needs dictate. Contractor shall be notified of any renovation and a contract modification shall be issued regarding the change. B. Contractor Experience: The Contractor shall have experience in cleaning facilities of similar size and type. Proposals shall, at a minimum, address the following: o Provide evidence of your company's experience in providing the services being sought in this RFP for facilities of similar size and type. o Provide details including shift times, number of custodial staff assigned for each shift, and position of each person assigned (custodian, supervisor, etc.), per campus for all shifts: day shift, evening shift, weekend shift C. Custodial / Janitorial / Porter Services: The Contractor shall provide a high level of cleaning by all professional standards, placing major emphasis on attention to detail. All surfaces except for parking lots and parking garage areas are to be freshly cleaned and polished with no accumulation of dust, debris, marks, streaks, fingerprints, and odor free. Interior and Exterior Cleaning: Cleaning services shall be provided in all campus facilities. Custodial/janitorial and porter services to be provided but are not limited to the following: 1. Assembly Rooms/Areas - Including study rooms 2. Audio-visual Rooms/Areas - Including sound rooms, follow spot and projection rooms 3. Classrooms and Lecture Halls 4. Conference and Meeting Rooms 5. Corridors and Hallways 6. Doors - Interior and Exterior 7. Entrance Areas - both primary and secondary; including lobby entrances, exits, and entrance ramps 8. Elevators 9. Fitness & Exercise Areas - Including gymnasiums, fitness centers, dance rooms, and exercise areas 10. Food Service Areas - Including cafeterias, food courts, dining rooms, break rooms, vending areas, and outdoor patio eating areas 11. Flooring Maintenance - Includes all flooring, i.e., concrete, carpets, tile flooring, rugs, and mats - plain and logo mats at all entrance doors, galleries, theaters, and auditorium rooms. 12. Kitchens, Kitchenettes, and Break Rooms 13. Laboratories - both scientific and computer 14. Libraries 15. Offices, Suites, and General Offices 16. Outdoor Trash and Litter Pick Up 17. Parking Booths 18. Parking Garages 19. Restrooms and Changing Areas - Including locker rooms, dressing rooms, and showers 20. Stairways/Stairwells 21. Temporary Buildings and/or Trailers 22. Theaters and Audio-Visual Rooms/Areas - Both Indoor and Outdoor Facilities - Including sound rooms, follow spot and projection rooms, and all backstage areas 23. Water Fountains 24. Windows - Both Interior and Exterior 25. Window Treatments D. General Cleaning Requirements - Interior and Exterior Cleaning: Typical cleaning services for interior and exterior areas shall include but are not limited to the following: 1. Touch Points - Contractor shall clean and disinfect all touch points daily, to include but not limited to: door knobs, levels, push bars, light switches, faucet handles. 2. Appliances - Contractor shall clean appliances inside and outside of appliance to include microwaves, refrigerators, and any other appliances daily. 3. Cafeteria/Student Center/Breakrooms: a. Contractor shall wipe/clean all tables and counter tops daily. b. Contractor shall sweep and clean all flooring and vacuum carpet daily. c. Contractor shall dust table and chair legs daily. d. Contractor shall ensure walls are kept clean daily. e. Contractor shall wipe/clean all vending machines and exterior of appliances daily. f. Contractor shall arrange tables and chairs in original position daily and as needed. 4. Chalkboards and Whiteboards Cleaning: a. Contractor shall wash and wipe clean chalkboards daily with water or an approved whiteboard cleaner. Chalk trays shall be washed and wiped clean daily, ensuring no chalk dust build-up. b. Contractor shall wash and wipe clean whiteboards daily with no shadow markings remaining. All boards shall be cleaned thoroughly and ready for instructional use. 5. Classroom Cleaning: a. Contractor shall clean and remove all soiled areas and graffiti markings from desktops, study tables, seats, chairs, and tables daily. b. Contractor shall remove gum and other substances adhered to desks, seating, and tables daily or as needed. c. Contractor shall wash and clean all desks, tables, and chairs with a damp cloth weekly or as needed. d. Contractor shall vacuum and/or dust mop flooring daily and wet mop, as described in Item 9 below. e. Contractor shall clean walls and remove writing or graffiti as needed and upon request. f. Contractor shall remove all trash and recyclables and replace liners as outlined in Item 17 below. 6. Doors - Interior and Exterior: a. Contractor shall wipe clean interior and exterior doors to be free of spots, smudges, and remove any fingerprints inclusive of door handles, knobs, and panic bars multiple times throughout the day. b. Contractor shall clean all door push and kick plates, daily as needed, to be free of kick marks, fingerprints, and soil marks. c. Glass Doors - Contractor shall wash clean all glass doors and door windows daily
