Description | The University of Kansas is taking an important step in developing its new campus gateway at the intersection of 11th and Mississippi streets in Lawrence, Kansas. The University of Kansas (“University”) is seeking a proposal to be a P3 Master Developer or Mixed-Use Developer (“Developer”) to develop and operate a proposed mixed-use development (“Mixed-Use Development”), including an entertainment venue (“Entertainment Venue”), and to assist the University in the redevelopment of the east and south sides of the David Booth Kansas Memorial Stadium (“Stadium-East”). The west and north sides of the Stadium and the Conference Center (“Stadium-West”) are already in development and being led by the University (“University Gateway Project Phase 1”). For purposes of this Request for Proposal, the Mixed-Use Development (which may include an Entertainment Venue), and the Stadium-East are all together considered to be the “University Gateway Project Phase 2”. It remains unclear whether the University Gateway Project Phase 2 will actually occur in one or multiple phases. Collectively all phases are defined as the “University Gateway Project”. The University is seeking proposals from Respondents to help it deliver the University Gateway Project. In addition to the development program set forth in this RFP, the University is open to receiving alternative suggestions to the proposed development program that enhances the financial performance of the University Gateway Project Phase 2. The University’s preference is to contract with a single entity comprised of individual companies to serve as the Developer of the University Gateway Project Phase 2 but reserves the right to contract with several entities if that approach is in the University’s best interest. Preference will also be given to proposals that include development of Stadium-East and parking as needed. Respondents should carefully review Section 2 of this RFP; it combines the elements of the previously issued P3 Developer and Mixed-Use Developer Requests for Proposals. The scope and requirements are generally the same, although changes have been made to reflect the University’s current thinking about the opportunity. Section 3 Terms and Conditions is unchanged from the prior document. Revisions to Section 4 Supplemental Material retain only that material that is relevant for the current opportunity.d in this RFP. |
