Professional Services for a Downtown Joliet Architectural and Historical Survey and National Register Historic District Nomination

The City of Joliet seeks to hire a consultant to conduct an architectural / historical survey of downtown Joliet and prepare one or more National Register Historic District nominations for the downtown area of Joliet, following the Illinois Historic Preservation Agency guidelines. The City seeks to use National Register Historic District designation as an economic development tool to encourage sensitive rehabilitation of downtown properties while preserving the city’s architectural heritage. Specific benefits to the City and individual property owners for establishing one or more National Register Historic Districts in the downtown, include: • Provides an opportunity for property owners or developers to receive state and federal tax credits • Eliminates a lengthy process of certifying an individual historic structure for a developer seeking to participate in historic tax credit programs • Attracts developers that specialize utilizing historic tax credits • May provide for international building code fire and life safety code alternatives • Stabilizes or increases property values • Reduces the burden on City investment via incentives
