2023 Jefferson Co. Mill and Fill/Leveling

PennDOT Maintenance 10-5, Jefferson County, (herein referred to as "The Department"), is requesting bids for: o 19mm SRL= Any, Binder 0.0<0.3 MESAL, PG 64-22 o 9.5mm SRL= Any ESAL=Any, PG 64-22 o 9.5mm SRL= H 0.3<3 Million ESAL, PG 64-22 o 9.5mm SRL= Any, ESAL=Any, PG 58-28 In an attempt to encourage and promote the use of high percentage recycled asphalt material in a cost-saving effort to the public, the amount of millings that are to be returned to the vendor will be equal to the amount of millings used in the provided material (10,000 tons X 30% RAP= 3000 tons returned). Millings that are contaminated with aggregates or dirt will be retained by Jefferson County PennDOT and will be used for other operations and would be the property of the Department. Questions regarding this IFB must be submitted in writing to Aaron Emhoff, PennDOT 10-5 Jefferson Co. Maintenance Manager at aemhoff@pa.gov. All questions and answers will be posted as an addendum to this IFB. Scope 19mm The Department is requesting bids for 19mm, SRL=ANY, 0.0<.3 MESAL, PG 64-22 material to be delivered to the Department crews for placement by Department equipment on Jefferson County state routes in the northwest portion of Jefferson County. (See attached chart). The material is for placement by Department forces with the delivery to state routes by the vendor. The awarded vendor is to provide a Warm Mix Asphalt, as approved by the District Materials Engineer. Additionally, the Department is requesting an FOB plant pick up price for incidental work in the county of the same material bid for delivery. 9.5mm SRL-Any The Department is also requesting bids for 9.5mm SRL=Any ESAL=Any, PG 64-22 material to be delivered to the Department crews for placement by Department forces on various State Routes (see attached chart) within Jefferson County. For this operation, the Department will be (scratch) paving portions of these roadways. The awarded vendor is to provide an approved Warm Mix Asphalt mix as approved by the District Materials Engineer. Additionally, the Department is requesting an FOB plant pick up price for incidental work in the county of the same material bid for delivery. 9.5mm SRL-H The Department is also requesting bids for 9.5mm SRL-H 0.3<3 Million ESAL, PG 64-22 material to be delivered to the Department crews for placement by Department forces on State Route 28 and State Route 36. For this operation, the Department will be patching portions of Route 28 between the Clarion County line and Brockway. On Route 36 we will be patching portions of the roadway in the Cook Forest area. The awarded vendor is to provide an approved Warm Mix Asphalt mix as approved by the District Materials Engineer. Additionally, the Department is requesting an FOB plant pick up price for incidental work in the county of the same material bid for delivery. 9.5mm SRL-Any PG 58/28 The Department is also requesting bids for 9.5mm SRL=Any ESAL=Any, with PG 58-28 asphalt binder material to be delivered to the Department crews for placement by Department forces on State Routes 3039. For this operation, the Department will be (scratch) paving portions of this roadway. The awarded vendor is to provide an approved Warm Mix Asphalt mix as approved by the District Materials Engineer. Additionally, the Department is requesting an FOB plant pick up price for incidental work in the county of the same material bid for delivery.
