Description

As of April 13, 2023, this project has not yet been awarded. A timeline for award has not yet been established. At Shoal Creek Filter Plant, six new sample lines and four new sample pumps will be installed. Modifications to the Operations Laboratory sink are included in addition to associated electrical equipment needed for sampling modifications. A new piping trench will be installed from the High Service Pump Station to the Filter/Operations Building. Two chlorine analyzers will be repurposed in the Operations Laboratory. One pH probe will be demolished in the Operations Laboratory. Two new pH probes will be installed in the High Service Pump Station. One existing chlorine analyzer will be repurposed in the High Service Pump Station. Sample lines will be routed from the High Service Pump Station to the Operations Laboratory located in the Filter Building using a chemical trench. Waste sample lines will be installed from the Filter Building to the Backwash Airgap Structure via direct bury. Bids are legal and binding upon the bidder when submitted. All Bidders are required to submit a Bid Bond, or a certified check made payable to the Gwinnett County Board of Commissioners in the amount of five percent (5%) of the total amount bid. The Bid Bond or certified check must be enclosed in the envelope with the sealed bid. The successful bidder will be required to furnish a contract Performance Bond and Payment Bond, each in the sum of 100% of the total amount bid and provide insurance coverage as required by the contract documents. Bonding Company should be licensed to do business in Georgia, licensed to do business by the Georgia Secretary of State, authorized to do business in Georgia by the Georgia Insurance Department, listed in the Department of the Treasury's Publication of Companies Holding Certificates of Authority as Acceptable Surety on Federal Bonds and as Acceptable Reinsuring Companies and must have an A.M. Best rating of A-VI or higher. All bonds should be submitted on forms provided by Gwinnett County and agencies providing bonds and insurance should provide proof that they meet the criteria outlined in the bid and contract documents. Bidder agrees to complete the Contract awarded within the "allowable calendar days for completion" from the date of the "Notice to Proceed" and he further agrees that the Owner may retain from the monies which may become due the amount of $1,400.00 (Substantial) / $900.00 (Final) for each and every day that the completion of the work may be delayed. Bids in the case of Corporations not chartered in Georgia, must be accompanied by proper certification stating that said Corporation is authorized to do business in the State of Georgia. The County will award the Contract to the lowest "qualified" bidder, subject with the Owner's right to reject any or all bids, to waive technicalities, and to make an award deemed in its best interests. With limited response, Gwinnett County reserves the right to extend the solicitation opening date as appropriate in order to assure a competitive procurement process.
