Description | Bids must be submitted in sealed envelopes at the above address and shall bear on the face thereof the name and address of the bidder and shall be marked: REHABILITATION OF THE SQUARE DEAL ARCH Village of Johnson City Broome County, New York This project consists of the restoration of the square deal arch project to its original condition as shown on the plans and according to the pertaining specifications. The project will also restore the electrical lighting at the arch, including installation of (2) lengths of wirelessly controlled color- selectable LED rope lighting along the underside of the arch and (3) photo-eye-controlled LED globe fixtures to replace (3) existing globe fixtures on the top of the arch in addition to a photo-eye-controlled utility receptacle on top side of the arch structure. This contract is governed by the following specifications: 1- Work Zone Traffic Control (WZTC) and maintenance and protection of traffic must comply with the current national MUTCD with NYS supplement, section 619 of the current NYSDOT Standard specifications. 2- The Arch rehabilitation work is governed by the Secretary of the Interior's Standards for Rehabilitation and attached special specifications. 3- The electrical lighting work must comply with 2020 NEC and state and local governing regulations. A digital version of the Prevailing Wage Schedule (PRC#2023001094) and other project related information may be obtained from the NYSDOL website. This contract is funded, wholly or in part, by the Empire State Development (ESD) in coordination with Department of State (DOS). The State/ Disadvantaged Business Enterprise (DBE) Utilization Goal is 15% and the Women Owned Business Enterprise (WBE) Utilization is Goal 15%. A bid guarantee in the form of cash, certified check or bid bond in the amount of ten percent (10%) of the proposal will be required of all bidders. The bid bond must be with a bonding company licensed to do business in the State of New York in the form and subject to the conditions provided in the Information to Bidders. Said deposit will be considered as a guarantee that the bidder will enter into a contract and furnish the necessary bonds and insurances for the work, if awarded to them, and must be forfeited to The Village of Johnson City as liquidated damages if they fail to do so within the time specified. The Village of Johnson City reserves the right to waive any informality in order to reject any or all bids and to accept the bids which they deem most favorable to the interest of the Village of Johnson City. Attention of bidders is particularly called to the requirements as the conditions of employment to be observed and minimum rates to be paid under the contract. Bids shall be accompanied with a signed, noncollusive bidding certificate. The Village of Johnson City will not accept bids from, nor award contracts to, anyone who cannot prove to the satisfaction of the Village that they have sufficient experience in the type of work bid and are financially able and organized to successfully carry out the work covered by the specifications in the required times. Bidders must satisfy themselves by personal examination of the location of the proposed work; and shall not, at any time, alter submission of bids or proposals, dispute or complain nor assert that there was any misunderstanding in regard to the nature of amount of work to be done. All bids must be on the form supplied by The Village in the project manual and submitted in a securely sealed envelope with the notation "BID Rehabilitation of the Square Deal Arch" inserted thereon and must be received at the office of the Village Clerk. Bidders are advised not to rely on next day mail services. Bids must be in the office of the Village Clerk no later than the above specified date and time. Faxes will not be accepted. Addenda, if any, will be issued only to those persons whose names and addresses are on record with the Village of Johnson City Department of Public Works, as having obtained the contract documents. All bidders must comply with the provisions of the General Municipal Law and all other applicable laws. |
