Description | The new facility will be the headquarters for Police and EMS, and a substation for the fire department. The Fire/EMS portion has 3 drive-thru apparatus bays, Tier 1 and Tier 2 decontamination spaces, and 4 separate bunk rooms for full-time staff. The police portion of the facility provides detainee processing and 2 holding cells, patrol workroom, investigation office, interview rooms, armory, sally port, and evidence storage and processing for both narcotics and weapons. Shared spaces include a training room, fitness room, full kitchen and dayroom, and a secure lobby with ballistic protection. As of February 23, 2023, an architect and a construction manager has been selected and this project is in the pre-construction/negotiated phase. A timeline for sub-trade bidding has not been determined. It is anticipated construction will start in 2023. *The closed solicitation has been included below for reference: The Town of Kitty Hawk requests Statements of Qualifications/Proposals for Engineering & Architectural design services for a potential new facility project (Police, Fire & EMS Substation), which is currently pending funding availability. This request for qualifications (RFQ) solicitation does not commit the Town of Kitty Hawk to award a contract, to pay any cost incurred in the preparation of this proposal, or to procure or contract for these services. Pursuant to North Carolina General Statute 143-64.31, the Town utilizes a “qualifications-based” selection process without consideration of fee during the initial phase in hiring engineering & architectural firms. The Town’s primary purpose in using the RFQ process is to obtain detailed design and construction document that will allow the Town to procure a qualified contractor to construct the proposed facility. |
