The City reserves the right to reject any and all bids, waive informalities or defects in a bid, or accept a bid it shall deem to be in the best interest of the City. The City does not discriminate on the basis of race, color, national origin, sex, religion, age or disability in employment or the provision of services. The City has a local preference guideline. Bid security in the amount of 5% of the base Bid must accompany each Bid in accordance with the Instructions to Bidders. Bids may not be withdrawn for a period of 45 days after the actual date of opening thereof. This time period may be extended by mutual agreement of the Owner and any Bidder or Bidders. The Owner reserves the right to reject any or all Bids and to waive any informality or irregularity in the Bidding. The Owner also reserves the right to delete any item or portion of work.
