Description

The Board of Trustees of the St. Louis County Library District (Library District) is accepting proposals pursuant to this Request for Proposal from qualified businesses for HVAC Upgrade / Replacement (the Project) at the Jamestown Bluffs Branch. Proposers are responsible for examination of all specifications, schedules and instructions for the Project. Addresses of the various branches may be found on the Librarys website. To protect the integrity of the selection process, any questions concerning this Request for Proposal, the process or specifications shall be e-mailed only to shunter@slcl.org and jmanwarring@slcl.org in accordance with this Request for Proposal. A proposer shall complete the Proposal as required in this Request for Proposal and deliver the completed Proposal in a sealed envelope marked Request for Proposal: HVAC Upgrade / Replacement. It is anticipated that the Proposals will be considered by the Library District's Board of Trustees at their regular August 15th meeting after consideration by the Selection Committee and recommendation to the Director and CEO. Questions must be received by 2:00pm on July 28, 2022 The following Scope of Work provides an overview of the terms and conditions being sought by the Library District for the Project. Proposer shall provide cost on the included Proposal Response Form (pages 10-11). General: 1. Maintain a clean and safe workplace at all times. 2. All work shall be coordinated with the Library's Manager of Building Systems. 3. Work may start as early as 6:00am Monday-Friday. 4. Library may be open to the public during demolition & construction. Contractor will provide safety barricades and signage as needed to ensure the safety of patrons and staff. 5. Library Branches are St. Louis County election sites. Special considerations may apply on election days (November 2, 2022). 6. A post-selection coordination meeting will be held to discuss schedule and sequencing. Base Proposal: 1. Proposer responsible for all sizing and field conditions. 2. All labor to be complete during the normal 40 hour work week. 3. Contractor is responsible for all field measurements, Permits, Inspections, Removal, and the quality of the final fit of the install. 4. Recover Refrigerant per EPA guidelines. 5. Provide labor to remove existing Equipment and associated piping. 6. Provide and Install 2 new Trane Air Handler Units or approved equal. 7. Provide and Install 2 new Trane Condensing Units or approved equal. 8. Provide cost for Alternate A: Replacing TTA240s with a Trane Air Cooled Chiller with pump Package and Expansion tank or an approved equal. 9. Provide new Frequency Drives for AHUs. 10. Provide and install electrical power to HVAC equipment 11. Upon completion, controls on original HVAC equipment for graphics system to be transferred to the new system (IFS provides graphics for owner). 12. Insulate piping repair per mechanical standards for St Louis County. 13. Testing and Balancing to be performed before removal and after completion. 14. Supply copies of engineering, drawings and permits for Library Records
