Districtwide Fiber Optic Wide Area Network Services E-rate

Alvord Unified School District of Riverside County, California, acting by and through its Governing Board, hereinafter referred to as the District, invites sealed proposals for RFQP No. 2022-1021-02 Districtwide Fiber Optic Wide Area Network Services E-rate. Award of this RFQP is dependent on funding from the Federal E-rate Program. Respondent vendors/contractors are required to be in full compliance with all requirements issued by the Schools and Libraries Division of the Universal Service Corporation for participation in the E-rate Program. Each proposal must conform and be responsive to all requirements of the RFQP. Respondents must possess a valid and active Service Provider Identification Number (SPIN) The terms and conditions of this RFQP are also pursuant to Public Contract Code section 20118.1. Any award under this RFQP shall be made to the acceptable one of the three lowest responsible respondent whose proposal meets the requirements stipulated in this RFQP. Bidders, in their own vehicles, may follow District representatives from the District Office to RCOE. Drive time between offices is approximate 30 minutes due to traffic. A map and parking instructions for RCOE will be provided at the District Office site walk. No interpretations or clarifications of the contract documents will be made at this time. The District is not responsible for late delivery of a sealed Proposal. Proposals not received by the specified date, time, AND location stated above will be considered non-responsive and returned unopened. It is the sole responsibility of the respondent to ensure that their sealed proposal is received by the proper time at the address noted herein. Faxed or emailed copies of proposal submissions for this RFQP will not be accepted. Proposals will not be opened or read publicly at the time of opening but will be available upon request following initial review by the District. The District highly recommends downloading documents via ARC so interested parties registered to the project are notified when documents are posted; however, it is the sole responsibility of a respondent to obtain any documents related to this RFQP. RFQP information posted with E-rate information on USAC's EPC portal site is provided as information to assist interested parties; however, the District posts all RFQP Documents on ARC for ease of respondent access, District postings, and tracking. Interested respondents shall utilize ARC as the official source of documents posted for this RFQP. The Alvord Unified School District shall be the sole judge of the quality of items offered and reserves the right to reject all proposals, to accept any one or more items of a proposal, award by line item or lot, or to waive any irregularities or informalities in the proposals or processes. PST The Districts WAN services will be moving to the new data center located at the Riverside County Office of Education at 3939 Thirteenth Street, Riverside, CA 92501. The District intends to procure a high-speed leased lit fiber Wide Area Network (WAN) service to support select District facilities. The District intends to move its existing data center from 9 KPC Parkway to Riverside County Office of Education located at 3939 Thirteenth Street, Riverside, CA 92501. In conjunction with the start of this contract. The WAN technology will be comprised of point to point leased lit fiber. The District requires all WAN connectivity to result in an Ethernet (Layer 2) hand off at each site. The High-speed WAN connections will be required to allow connectivity back to the Data Center at the District Office from the campus sites.
