Description | The Gulf County Board of County Commissioners, herein referred to as the "County", is seeking statements of qualifications from engineering firms to provide professional and related services for the Cessna Drive Improvements project. Consultants shall be FDOT prequalified in Work Class 3.1 Minor Highway Design. The U.S. DEPARTMENT OF COMMERCE Economic Development Administration (EDA Investment No. 04-01-07483) and the Florida Department of Economic Opportunity Rural Infrastructure Fund is providing funding for this project. The scope of this project will include the design, permitting, and preparation of construction plans for the Cessna Drive Improvements project. The Engineer shall be FDOT prequalified in work class 3.1 Minor Highway Design. The project will begin at the intersection of West Rutherford Street and continue approximately 1.0 mile along Cessna Drive. The new twolane road will consist of 10' wide travel lanes, limerock base, stabilized subgrade, and new stormwater facility. A new water line and sewer line have been designed by others and will need to be incorporated into the new roadway design. A boundary and topographic survey of the project area will be provided in AutoCAD(R) format. Services to be provided may include but not be limited to the following Engineering design services by a Professional Engineer licensed in the State of Florida and employed by a firm prequalified with FDOT in Work Class 3.1 Minor Highway Design Roadway design in accordance with the Florida Greenbook and FDOT Standard Plans and Specifications Stormwater and drainage design for the new road Prepare contract documents and technical specifications necessary for bidding Prepare and submit permit applications to all regulatory agencies as required Coordinate water & sewer line design (by others) with the new roadway design and include in the Contract Documents Provide two sets of signed & sealed Contract Documents Provide an electronic copy of the Contract Documents Project certification Late Submittals Received After the Aforementioned Deadline Date, Either by Mail or Otherwise, Will Not Be Considered and Will Be Returned Unopened. The Time of Receipt Will Be Determined by the Time Received in Clerk's Office. It Is the Sole Responsibility of the Firm for Assuring That the Rfq Is Received in the Clerk's Office by the Designated Date and Time. No Faxed, Electronic, or Oral Rfq Will Be Accepted. To be considered, Firm/Team must submit an original and three (3) copies of Statement of Qualifications in a sealed envelope or package, clearly marked with the Firm/Team's or individual's name and address, bid number, and the words "CESSNA DRIVE IMPROVEMENTS". All technical questions regarding this RFQ should be sent by email to the County Engineer. Questions shall be submitted no later than 12:00 Noon local time on February 5, 2021. The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the County. The Board shall have the final decision making authority concerning any final award, or interim or comprehensive agreement entered into by the County. Proposals will be evaluated and ranked in order of preference by a Selection Committee to be appointed by the County Administrator as authorized by the Board of County Commissioners. The Selection Committee, at its option, may request that proposers make presentations and/or participate in questions and answers sessions. The County may also request additional information from proposers that may be necessary to fully evaluate a proposal. After the Selection Committee has ranked proposals and submitted recommendations to the Board of County Commissioners, the County will then begin negotiations with the highest-ranked firm. The method of contractor selection has not been determined at this time. |
