Description

“The owner has selected a Design Builder. A timeline for construction has not yet been established.” Prior to the Release of This Rfq, the City Entered a Licensing and Use Agreement for the Right to Use a Patented Class a Biosolids Drying Process by the Merrell Bros, Inc. The U.s. Patent Numbers Are 9,751,813, Dated September 5, 2017, Titled Systems, Methods, and Apparatus for Converting Biosolids to Class a Fertilizer and 10,249, 7 55b2, Dated April 16, 2019, Titled Systems, Methods, and Apparatus for Converting Biosolids to Class a Fertilizer, and Such Additional Patent Applications on Improvements in Inventions Disclosed in Said Listed Applications, and Such Additional Patent Applications as May Be Filed, All Letters Patent Which Shall Issue on Said Applications and Any Division or Continuation-in-whole Thereof, and All Reissues, Continuations, or Extensions of Said Letters Patent. It is Also the City's Intent to Use Sole Sourced Equipment (I.e., Pasteurizer, Pelletizer) Included in This Patented Process. The Use of This Patented Process Will Be Available to All Pdb Teams. Additionally, Pdb Teams Must Follow Build America/buy America (Baba) Requirements and the City is an Equal Opportunity Employer. Submittals Using Minority, Women and Disadvantaged Business Enterprises Are Strongly Encouraged and Teams Will Be Evaluated, in Part, on the Proposer's Past Performance in Utilization of Disadvantaged Business Enterprises and Small Business Entities. On July 23, 2021, the City Was Granted Authorization by the State of Washington Capital Projects Advisory Review Board's Project Review Committee to Use the Pdb Delivery Method. As Follow Up to the City's Request Letters of Interest, the City is Using a Qualifications Based Selection Process to Hire a Pdb Team to Provide Pre-construction and Construction Services for Upgrades to Its Wastewater Treatment Plant (Wwtp) Located 1328 E 3rd Avenue, Kennewick, Wa 99337. Facilities to Be Upgraded Will Include Using an Innovative Approach to Condition Solids to Meet Class a Criteria. The Process Involves Dewatering the Solids, Drying, and Conditioning in Greenhouses, Further Drying in a Thermal Dryer and Pasteurization. A Robust Ventilation and Odor Control System is Expected to Manage Foul Air. The Greenhouse Facility Heating Will Maintain Functionality During All Months of the Year. Additional Work Includes Sitework, Utilities, Buildings, Associated Yard Piping, Electrical, and Control Improvements. Communications With the City Staff or Their Owner's Representative After the Advertisement or Posting of the Rfq About the Rfq is Not Acceptable, Except as Specified Herein. Final Day to Submit Questions is August 24th 2022 @ 1 PM.
