Description | Distributed Control Systems (DCS) that meet the operational, functional, technical and performance specifications UTILITIES desires and requires from DCS CONTRACTORS (CONTRACTORS). The proposal responses will be utilized by UTILITIES Resource Recovery Facilities(RRFs) to determine which DCS best suits the needs and requirements of its 3 wastewater treatment plants. The selected DCS will be specified in design as part of the Clear Spring Ranch Resource Recovery Facility (CSRRRF) Electrical and Controls Systems Upgrade Project starting in 2020 and slated for completion in 2022. Moving forward, this DCS system will be designated as the RRFs standardized DCS system. Creating this standard helps to minimize cost associated with stocking of replacement parts, minimize on-call costs by ensuring that only one CONTRACTOR and Instrumentation & Control (I&C) person needs to be on call to respond to I&C emergencies at all RRFs, minimize training required for I&C staff, minimize troubleshooting time and ensures required system uptime, which is critical at the RRFs. CSRRRF conducted a facility wide condition assessment in 2018. The assessment determined that due to age and the large variety of hardware and software that the complete SCADA and PLC system needs to be upgraded to ensure all hardware is of the same vintage. An upgrade to the entire control system will ensure reliability and ease of maintenance. A condition assessment is currently being completed at Las Vegas Street Water Resource Recovery Facility (LVSWRRF) which preliminarily indicates the control and electrical systems as needing replacement as well. An assessment will occur at JD Phillips Water Resource Recovery Facility (JDPWRRF) in 2021 in which time we will determine the need for that facility. |
