Description

The intent of this solicitation is to remove and replace deteriorated steel identified in the process cooling water pipe system (facilities 71A, 71D, 20, and 20A) and served by cooling towers at facility 21624 (building 71D) with new grooved stainless-steel pipe. Reroute path of piping from facility 21624 (71D) to 20020A from existing below ground to above ground, entering facility 20020A at the Southeast corner of the building and hanging from wall supports along South side of building until it reaches the original tie-in location for the existing auxiliary oil room. Steel piping is preferred in all mechanical room spaces and where sufficient space is available for maintenance access. Includes replacement of pumps; new Process Automation System controls, which including new control valves, new VFDs, process automation system programming, new Motor Control Center MCC-71D, and associated Automatic Transfer Switch (ATS); conduit; electrical wiring; communications cabling; control wiring; and miscellaneous control components. TYPE OF CONTRACT AND NAICS: This will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: Full and Open Competition (Unrestricted) CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000 in accordance with FAR 36.204. SELECTION PROCESS: This is a single-phase procurement. The proposals will be evaluated using a Best Value Tradeoff source selection process. The technical information contained in each offeror's proposal will be reviewed, evaluated, and rated by the Government. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussion should it be deemed in the Government's best interest. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
