Description

The Veteran's Benefits Administration is proposing a project that would renovate approximately 7,651 square feet of scope area. This includes 7,052 square feet of existing office space, and 600 square feet of an existing shared break room. The office space is leased by the Hines Finance Center and located in Suite 200X on Level 2 of Building 215 at the Edward Hines Jr. VA Medical Center Campus in Hines, Illinois. The renovation will include demolition of all non-load bearing interior walls within the office space. The existing ceilings, along with all associated ceiling-mounted mechanical and electrical equipment will be reconfigured in entirety. The existing access flooring system is reaching the end of its useful life and is slated to be demolished and replaced with a new access flooring system. Directly adjacent to the office space is Break Room 200Q. The extent of the renovation for this 600 square foot room does not include any alternation to the existing access flooring. New floor finishes, wall finishes, and casework are to be provided as indicated in drawings and specifications. All associated plumbing and accessories to accommodate for an ice maker and a double compartment sink in this space are to be provided. The designs outlined in the provided documents display various elements of renovation design intent that have been coordinated directly with user-groups occupying the Hines Finance Center. The Basis of Design used as reference for furniture and workstation configurations is Herman Miller. All new mechanical and electrical fixtures and equipment will be designed in accordance with Chicago Construction Code, VA Guidelines, and all Building Facility Standard requirements. INTERIOR DESIGN Gypsum board walls are utilized where acoustic privacy is needed between offices while walls between offices and corridor will feature a sliding glass door. This area of glass will allow light from exterior windows to flow into the corridor and open office area of the project. Ceilings in the project will be primarily suspended acoustic ceiling tile with gypsum soffits used strategically throughout for wayfinding and aesthetic accent. Acoustic ceiling tile will be selected with great attention to acoustic properties to control overall office noise and privacy in private offices. Commercial carpet tile will be used throughout the private offices and open office area. Carpet tile will allow for functionality of the access flooring system below while also helping to absorb office noise and general sound from the surrounding environment. Luxury vinyl tile will be incorporated in the break room areas to provide a more cleanable flooring. Tones of blue and gray will be used in this project to create a light, airy, and open feel throughout the space. MECHANICAL The scope of this project is the renovation of the Hines VBA Finance Center located on the second floor of building 215. The work will include redesigned office spaces, meeting and conference rooms, and open-air office space. EXISTING CONDITIONS The AHU provides 3560 CFM of outdoor air to the heat pumps throughout the space. It is located in the equipment room on the second floor. A roof-mounted condensing unit provides refrigerant to the air handling unit for cooling and medium-pressure steam is provided from a mechanical room on the floor below to the steam heating coil within the air handling unit. There is a steam humidifier that is connected to the main supply duct before it leaves the mechanical room. The hydronic system includes loop water that is provided to the heat pumps and with condensate from the heat pumps piped to either floor drains or a mop sink. The loop water is heated by a heat exchanger located in a mechanical room on the floor below. There are fifteen (15) heat pumps located within the area of scope. Each heat pump serves one to two diffusers. The heat pumps are Johnson Controls RG series, with a R-41OA refrigerant internal heat exchanger that is fed via the water loop. The heat pumps have all been replaced within the last two years. The heat pumps are controlled by Alerton Controls, and each has its own thermostat placed in the area they serve. These controls are outdated and are currently being replaced with a new controls system from Johnson Controls. There is one roof-mounted exhaust fan that serves the area. DEMOLITION AND NEW WORK The renovated area is expected to have the same number of employees and equipment as before. The new layout will have several enclosed offices along the exterior with a large and small break room. The interior area will include a conference room, but the majority of the layout will be open-air office space. No additional load is anticipated for the area of scope, allowing the reuse of the AHU and heat pumps. All existing diffusers are to be demolished. Existing ductwork will be demolished back to the main ducts. The majority of the heat pumps are to be disconnected and prepared for possible relocation. The water loop piping is to be demolished back to the main piping when its heat pump is relocated and the condensate drain piping to be removed. The air handling unit, exhaust fans, and other associated equipment are to be reused. New diffusers will be installed, including linear diffusers that will be installed near the windows. New ductwork will tie from the new diffusers to the existing heat pumps. The existing heat pumps will be relocated as necessary throughout the area to better match the new building layout. The relocated heat pumps will be reconnected to the main duct and piping. New exhaust grilles that serve the two exhaust fans will also be provided. ELECTRICAL DESIGN All power and data for the project scope areas are sourced from Electrical Room 200K and Intermediate Distribution Frame Room 200L off Corridor 201. No emergency power distribution exists within the building. Existing branch panels in Electrical Room 200K are all aged and of brands that are no longer in production. Existing 208/120V 30 225A 2-section 78-circuit "2XPA", 480/277V 30 400A 42-circuit "2XDP" and 480/277V 30 100A 24-circuit "2XL" are all obsolete Westinghouse Panels and are recommended to be replaced in place. The panels serve loads over the entire 2nd floor and will cause downtime in out of scope areas. The building uses a VOiP system and has termination switches for phone and data located in Intermediate Distribution Frame Closet 200L. Security Systems include a monitored intrusion detection system, a single camera to the stairwell exit door, and a PACS system. No existing security control stations are located in the area of scope. The security camera feeds back to the building CCTV system for monitoring. The Fire Alarm system is a Simplex 41DOES and is located on the first floor in the Security Office. The table below identifies the existing panels and their replacements. I I Existing electrical loads on the 2nd floor outside project scope area will need to be disconnected and reconnected during this project. Associated downtime during disconnection and reconnection of electrical loads outside the project area will be coordinated to take place over weekends and evenings to minimize disruption. Existing circuits feeding areas outside of the scope area will disconnect and reconnect in place. A 75kVA step-down transformer serving the 2-section panel "2XPA" is in good condition and sized appropriately and will remain. All wall plates for new and existing devices shall be white in color. All conductors will be copper and routed within raceways with a copper ground conductor. Receptacles will be NEMA 5-20R grounding type and white in color. Mechanical heat pump power feeds will require disconnection and reconnection in a new location. LIGHTING All existing light fixtures will be removed and returned to owner's stock. All lighting will be new energy efficient LED direct/indirect troffers, cans, undercabinet, and cove strip light fixtures and compatible with the recently installed Lutron lighting control system. All new lighting control devices provided for all new area layouts will also be compatible with the existing Lutron controls system. Lighting layout plans will be submitted to the local Lutron representative for device layout and commissioning during construction. Dual level dimmable LED fixtures and controls will be provided in the new conference room. LOW VOLTAGE SYSTEMS Security Systems within the new scope include a monitored intrusion detection system, a single camera to the stairwell exit door, and a PACS system. Existing motion detectors on walls and ceiling will be disconnected and preserved for reinstallation in new work. Termination panels for the existing intrusion detection system are located in IDF Closet 200L and appear to have sufficient capacity to serve the renovated project area. Existing fire alarm devices will be removed and reused in work and new devices will be added to adjust to the new layout. All new and existing devices will terminate at the existing Simplex 4100 ES Fire Alarm Control Panel located in the first floor Security Office off the Lobby Area. TECHNOLOGY All existing data cable runs and patch cables terminating in the IDF Closet 200L shall be replaced with new Plenum-rated Category 6A cables. Existing switches and patch panels within the IDF closet are compatible with current and future needs up to 5-10 years. Contractor is responsible for all data drops, cable connections and necessary devices to provide a complete and working system. Contractor will install new Plenum-Rated CAT-6A cabling to each new and existing drop for both phone and data within and routing from IDF Room 200L. All VOiP phone drop will route to the termination switches located in Intermediate Distribution Frame Closet 200L. Existing white noise system speakers will be removed and preserved for the duration of construction and reinstalled in the new work area. All remaining unused cable, devices, raceway, and boxes will be removed by the contractor. PERIOD OF PERFORMANCE The period of performance for this project is 180 days after Notice To Proceed (NTP).
