Description | The Project consists of providing Owner with improvements at a wastewater lift station including composite rehabilitation of concrete structures, replacement of piping, valves, pumps, new concrete structures, electrical components, conduit, wiring, and other appurtenances as necessary, and other miscellaneous facility and site improvements. Bids will be received for a single prime contract. Due to the specialized nature of the construction, the experience and qualifications of bidders will be evaluated by the OWNER and ENGINEER prior to the opening of Bids. Prequalification of Bidders is required. Each potential bidder shall submit, on the forms furnished within Document 00 45 13, a Bidder's Qualification Statement. Only those Bids submitted by Bidders determined by the OWNER and ENGINEER to be qualified will be considered. Bids received from Bidders who are not prequalified will not be opened. Bids shall be accompanied by a cashier's or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to Decatur Utilities. The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred percent (100%) of the contract price from an approved surety company holding a permit from the State of Alabama to act as surety, or other surety or sureties acceptable to the Owner. All bidders must provide certification of compliance with the E-Verify program per Alabama Act 2012-491. Bids must remain in effect for 90 days after the bid opening date. Within 90 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project. Decatur Utilities reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the Decatur Utilities, and to reject nonconforming, nonresponsive, or conditional bids. |
