Description

Title: NIH/ORF/OA General Construction and Mechanical Services Blanket Purchase Agreements This synopsis is a notice of proposed contract action for the establishment of multiple Blanket Purchase Agreements (BPA) and the resulting Orders to be awarded under the BPAs. This is a request for interested parties to provide a formal submission of interest to the NIH to be competitively compared for a BPA award. The National Institutes of Health (NIH), Office of Research and Facilities ORF), Office of Acquisition (OA) Hamilton, MT is seeking to identify multiple Small Businesses with the interest and resources to enter into a Blanket Purchase Agreement (BPA) for General Construction Services under North American Industry Classification System (NAICS) Code 236220 Commercial and Institutional Building Construction and Mechanical Services under NAICS Code 238220 Plumbing, Heating, and AirConditioning. The small business size standard for these industries is $39.5 million, $39.5 million, and $16.5 million (respectively) in average annual revenue. The Product Service Codes are Z2AA, Z2AZ, Z2DB and Z2EZ. ORF/OA anticipates procuring construction projects valued between the Micro-Purchase Threshold ($10,000.00) and Simplified Acquisition Threshold ($250,000.00) on a competitive basis through BPA Suites for General Construction Services and Mechanical Services. NIH is seeking contractors who have a history of dependable past performance and technical capabilities to provide a consistent low price with superior quality to complete its reoccurring minor construction and mechanical projects. Construction projects under the BPA Suite would include but not be limited to the following: Provide all necessary resources, management, personnel, materials, supervision, transportation, supplies, and all equipment, except Government Furnished Property (GFP) to facilitate all phases of work in connection with various general construction and mechanical projects on the NIH Rocky Mountain Laboratories Campus, Hamilton, MT. This would include new work, additions, alterations and maintenance and repair of real property facilities and structures. Insurance and bonding are required for these types of projects; and information on required insurance amounts will be included in individual Statements of Work that include a period of performance. Contractors under these BPA Suites must be capable of obtaining the payment bonds required for construction projects valued between $35,000 and the Simplified Acquisition Threshold ($250,000.00). Contractors unable to meet this bonding requirement will not be considered for inclusion in this BPA Suite. Due to the possibility of emergency work orders, BPA contractors must also have the resources necessary to respond to emergency work within 1 day. Contractors not able to meet the 1 day response time for emergency work orders will not be considered for award. Where site visits are offered and attended, the prime BPA Contractor must represent themselves (subcontractors cannot represent a prime contractor on site visits or in response to any request for information or quote). BPA contractors shall comply with the Federal Acquisition Regulation. 52.222-6 Construction Wage Rate Requirements. Each project will be competitively procured, unless otherwise justified by the Government (urgent and compelling need), and the Government will incorporate the most current Davis Bacon Wage Determination in effect at time of award. Davis Bacon wage determinations are located at http://www.wdol.gov/usrguide/index.aspx. When establishing these BPAs, the Government will competitively evaluate submissions through a comparative evaluation by considering whose past performance and experience has shown them to be dependable, offer quality services at consistently lower prices, and who have provided numerous purchases at or below the simplified acquisition threshold (capacity). This notice represents NIH's attempt to promote competition to the maximum extent practicable through competitive procedures prior to establishing the BPAs. NIH will establish no more than ten (10) BPAs at a time in the General Construction BPA Suite and ten (10) in the Mechanical BPA Suite. If NIH finds that the there is an insufficient number of BPAs to ensure benefit to the government, NIH will solicit quotations from other sources and make the purchase as appropriate, as well as establish additional BPAs for future purchases. BPAs will be evaluated annually and may remain in place for up to seven (7) years. Annual review of BPAs will be performed to determine whether the Government is receiving fair and reasonable pricing, usage, and participation, which may result in either continuing the BPA or early expiration. If an agreement vendor fails to provide a quote on three consecutive projects, the vendor may have their BPA terminated and replaced with another vendor. ORF is seeking robust competition for individual requirements. A list of interested vendors will be maintained to allow ramp-on of additional BPA vendors if it is determined to be in the best interest of the Government. Early expiration may result if the Government no longer has a requirement for the general construction or mechanical services provided by the Contractor. Interested parties must be registered with the System for Award Management (SAM) under NAICS Code 236220 for General Construction and 238220 for Mechanical. Representations and Certifications must also be on record. SAM registration is free and completed through the website at https://www.sam.gov. IAW FAR 13.003(b) this procurement will be 100% set aside for small business concerns. Instructions to Interested Parties: If your small business organization has the potential capacity to perform these general construction services or mechanical services, are interested in being considered for inclusion in this BPA Suite, please respond electronically to the point of contact information below. Responses must reference "General Construction or Mechanical BPA" in the subject field, be in Portable Document Format (PDF), submitted electronically to Jim Parr, Contracting Officer at jparr@mail.nih.gov and include the following: 1) UEI Number; 2) CAGE Code; 3) Tax ID Number; 4) POC's name, physical address, email address, and telephone number; 5) website address; 6) small business size, socioeconomic categories, and type of ownership for the organization; 7) Capability Statement that includes the ability to respond in 1 day, 8) letter from surety confirming your organization's acceptable bonding capability and 9) Provide minimum and maximum of five (5) projects 100% completed in the previous 18 months valued between $35,000 and $250,000 (from date of this synopsis) utilizing attachment 1 to document projects. NIH plans to begin its comparative evaluation based on submissions from interested parties on or around September 22, 2022. NIH may continue to accept and evaluate submissions until the desired number of BPAs have been established. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
