Description

No proposal may be withdrawn after the closing time for the receipt of proposals for a period of sixty (60) days. The project consists of, but is not limited to, the following major elements: Offeror agrees to furnish all materials and equipment and to perform all labor necessary to install +-7,900 LF of 8" PVC water main, +-2,730 LF of 8" HDPE water main via HDD, fire hydrants, valves, fittings, and all related work. Time allotted for completion of Work is 120 consecutive calendar days from the date of a written "Notice to Proceed" from OWNER. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract. The proposed project schedule is as follows: Pre-Proposal Conference: January 4, 2024 (Mandatory) Award of Contract: February 6, 2024 Preconstruction Conference: March 7, 2024 Notice to Proceed: March 20, 2024 Date of Substantial Completion: July 18, 2024 Question Deadline 01/01/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Any other questions can be directed to the issuing office, Carter & Sloope, Inc., Canton, GA, 770-479-8782. The Scope of Work as described herein is defined as "utility contracting" in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager" certification holder who will have oversight of all the work. Therefore, the Contractor submitting a proposal must list the license number of the Contractor performing the utility contracting on the face of the proposal envelope and on the proposal. No proposal will be opened unless it contains the Contractor's Utility License Number on the envelope. See Instruction to Offerors for additional proposal requirements. Proposals shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful offerors if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. Owner reserves the right to reject any or all Proposals, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Proposals and to reject the Proposal of any Offeror if Owner believes that it would not be in the best interest of the Project to make an award to that Offeror, whether because the Proposal is not responsive or the Offeror is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Owner also reserves the right to issue change orders altering the original scope of work to address changes or unforeseen conditions necessary for the project completion.
