RFQ - US 20 at IL 31, Phase III Project, Cook County

Job No. C-91-195-18, US 20 at IL 31, Phase III Project, Cook County, Region One/District One . This project may contain Federal Funds. This project requires 25% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 4, 2022, at 12:00 PM at the Region One/District One Office in Schaumburg. Phase III engineering is required to provide construction inspection services for the above subject improvement. Work includes, but is not limited to, the replacement of the existing bridge structure carrying IL 31 over US 20 and reconstruction of the interchange ramp intersections. The existing single span bridge will be replaced with a wider and longer two-span structure with the center pier located in the median of US 20 that will accommodate left turn lanes from IL 31 in each direction and increased lateral and vertical clearances on US 20. Right turn lanes will also be added from IL 31 to each entrance ramp. The project also includes interchange lighting, traffic signal modernization, provisions for pedestrian and bicyclist drainage system improvements. Maintenance of traffic will utilize staged construction and a detour for ramp reconstructions, as well as all incidental and collateral work necessary to complete the project as shown on the plans and as described herein. The following structures may be in this project: o S.N. 045-0017: Existing IL 31 bridge over US 20 o S.N. 045-2106: Proposed IL 31 bridge over US 20 The anticipated construction completion date is October 31, 2024, plus ten (10) working days. The Consultant must complete and submit final measurements, calculations, and final contract records documents to the department no later than six (6) weeks after the completion of the project. The Prime firm must be prequalified in the Special Services (Construction Inspection) category to be considered for this project. Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The firm acting as the prime must be prequalified in all the prequalification categories requested in the project advertisement even if they plan to subcontract part of the project, except where noted in a specific project advertisement. Any work being done by a consultant, prime or sub must be prequalified in the IDOT prequalification category of work they are performing.
