Description | Pursuant to RCW 39.10, the Port of Seattle (Port) invites the submittal of Proposals from firms, or teams of firms, interested in providing General Contractor/ Construction Manager (GC/CM) services for the South Concourse Evolution project at the Seattle-Tacoma International Airport. The Port is utilizing two contracts to achieve the GC/CM project delivery method. Questions related to this Solicitation are encouraged and can be submitted until February 15, 2023, no later than 4:00 p.m. Submit written questions to Vendor Connect. The first cont r a c t ( t h e P r e c o n s t r u c t i o n Services Agreement) covers the performance of Preconstruction services and is intended to culminate in the negotiation of, and agreement on, a maximum allowable construction cost (MACC) and schedule lbr the construction. of the Project, which would be covered by a second contract (the GC/ CM Contract.). T h e S o u t h S a t e l l i t e f a c i l it y, r e f e r r e d t o a s t he South Concourse, is an existing 3 story building (with seven levels from sub-basement to penthouse) located to the west of Concourse A at STIA, constructed in 1973 and expanded in 1984. Since then, it has received limited capital investment while sustaining heavy passenger use mainly from international travelers. With its aging building systems and cramped outdated facilities, this project is needed to extend the useful life of the building and enhance overall passenger experience. This project presents an opportunity to create a world class terminal facility that will cement. STIAs position as a west coast gateway of choice for international travelers. The goal of this project is to renovate the South Concourse facility to meet current building code requirements and create an. inviting destination for todays travelling public, with premium lounge space, greater selection of din.- ing and retail, and better spatial design. This project will upgrade existing structures and repurpose existing space to enhance the passenger experience. This proposed project will upgrade structural systems through the addition of new gatepods that will also provide lateral and seismic support for the existing building. In addition, the project will re-develop the vacated Federal Inspection Services (HS) and Customs and Border Protection (CBP) space s w i t h D u t y - F r e e s h o p p i n g and Airport Dining and Retail (A.DR) concessions, renovate the Concourse level for more efficient public circulation and expand the Penthouse level to provide needed club and premium lounge spaces to better accommodate todays unmet demand. The MACC determination with the GC/CM is targeted to be not later than Q2 2025. The estimated preconstruction services value is Eight Million. Dollars ($8,000,000.00) excluding sales tax. The estimated MACC is Nine Hundred Million Dollars ($900,000,000.00) excluding sales tax. This project will be funded with Federal Aviation Administration dollars. Applicable federal provisions will be included in the RFP. During the RFP phase, proposers must commit to the DBE goal as a matter of responsiveness. The DBE Goal is 2%. The Port of Seattle, in accordance with the provisions of Title VI of th.e Civil Rights Act, of 1.964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Any person who believes they have been aggrieved by an unlawful discriminatory practice under Title VI has a right to file a formal complaint with the Port.
