Project Title: DBEH 22-1580 Replace HVAC Controls Description of Project: The work to be performed under this project consists of providing the labor, equipment, and materials to replace HVAC controls with new SmartStruxture automation servers at buildings 55899, 66250, 28001, 1606, and 1428. Provide integration to the EMCS server at PSFB. Provide graphical user interface screens, data logs, and alarms. Place of Performance: Location 1. Cape Canaveral Space Force Station (CCSFS), Cape Canaveral, Florida, 32925. Facilities 55899, 66250, 1606, and 1428. Location 2. Jonathan Dickinson Missile Tracking Annex (JDTMA), Jupiter, Florida, 33469. Facility 28001. This is a solicitation for Firm Fixed Price Construction Contract for Space Launch Delta 45, at CCSFS and JDMTA NAICS code 238220 Plumbing, Heating, and Air-Conditioning Contractors with a Size Standard of $19.0M. Magnitude of Construction: IAW FAR 36.204: Between $500,000 and $1,000,000. All questions should be submitted using the Question & Answer Template (Section J, Attachment 7), to the point of contact designated in L-2. All questions shall be submitted and received no later than May 15, 2023, 4:00 PM. Eastern Standard Time (EST). Questions received after this date may not be answered. All questions with answers will be posted to https://sam.gov/ as an amendment to the solicitation announcement. This acquisition is being issued under FAR 19.1405 Competitive Service-Disabled Veteran-Owned Small Business (SDVOASB) set-aside. Offerors not meeting this criteria will be deemed non-responsive and ineligible for award. Notice to Offerors: Funds are not presently available for this project. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
