Description

Mecklenburg County, North Carolina, is now accepting Proposals for retrofitting the METROLINA MATERIAL RECOVERY FACILITY (MRF). The County seeks Proposals from potential Service Providers on the best methods to retool and retrofit the existing MRF to more modern and efficient standards. This process will lead to the selection of a Service Provider who will remove existing equipment, and supply, install, and test new equipment. This Proposal is NOT to operate the MRF. Mecklenburg County, through the Business Diversity & Inclusion Program (BDI), is committed to providing minorities, women, and small businesses equal opportunity to participate in construction and professional services contracts. As such, Service Providers are strongly encouraged to seek subcontractors and make a good faith effort to include certified Minorityowned or Women-owned Business Enterprises (MWBE). Goals for MWBE participation will be published prior to the Pre-Proposal Conference. Mecklenburg County (the County) is looking for proposals for equipment design, engineering, installation, and startup to replace the existing processing equipment (with a few exceptions) at the Metrolina Material Recovery Facility (MRF) located at 1007 Amble Drive in Charlotte, NC. This facility has undergone a number of changes and upgrades since it first began operating in the late 1990's with the latest major equipment change occurring around 2009. As the equipment has aged and the material stream has changed, the County has decided that a complete change-out of the equipment and a system redesign is necessary to accomplish the long-term processing and recovery goals of the County for the next decade and beyond. Service Providers shall propose a complete equipment and system design with the flexibility to install and startup the system utilizing one of the following two options: fullsystem installation as one project or a modular approach to install and start-up components over a specified time.
