Description

Sealed bids will be received by the Hutchinson Community Water Association for the Water System Improvements. All work as described below shall be substantially complete within 90 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 120 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000 per day. The approximate quantities of work to be bid upon are as described as follows: LS Mobilization/Demobilization, LS Videotaping of Project Area, LS Erosion and Sediment Control Measures, 2,680 LF 6 PVC C-900 DR-18 Water Line, 470 LF 6 HDPE DR-9 Water Line (HDD), 65 LF 12 Steel Casing (Open Cut) with Casing Spacers, 3 EA Fire Hydrant Assembly, Complete, 1 EA 3 Blowoff Assembly, Complete, 9 EA 6 Gate Valve, Complete, 1 EA Remove Existing 3 Gate Valve, Complete, 1 EA 6 Master Meter, Complete with Meter Vault, 1 EA Abandon Existing 3 Master Meter, Complete, 1 EA Remove Existing 3 Valve Vault, Complete, 1 EA 6 Hot Tap into Existing 12 Waterline, Complete, 3 EA 3 Tie-In to New 6 Waterline, Complete, 1 EA Cut and Cap Existing Waterline, Complete, 25 LF Gravel Driveway/Road Repair, 45 LF HMA Driveway/Road Repair, 40 LF WVDOH Inspection Fee, 2,610 LF Reclamation of Disturbed Areas, and other necessary appurtenances. Contract Documents for the project can be examined at the following locations: Civil & Environmental Consultants, Inc. 120 Genesis Boulevard Bridgeport, WV 26330 Contractors Association of West Virginia 2114 Kanawha Boulevard East Charleston, WV 25311 A two-envelope system will be used. Each must be submitted in a sealed envelope. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder, "Bid on Hutchinson Community Water Association - Water System Improvements", Received by Civil & Environmental Consultants, Inc., 120 Genesis Boulevard, Bridgeport, WV, 26330. Envelope No. 2 labeled "Bid Proposal" shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR-1 of these contract documents. If such documents are found to be in order, Envelope No. 2 "Bid Proposal", will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 "Bid Proposal" will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not withdraw the Bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Hutchinson Community Water Association in an amount equal to five percent (5%) of the base bid. Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Copeland Anti-Kickback Act, and the Contract Works Hours Safety Standards Act. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-ID-5. All Bidders are required to have a West Virginia Contractor's License per Section 21-11-11 of the West Virginia Code. Upon receipt of advertisement for bids, kindly respond with expression of interest by September 20, 2022, to Ryan Haws with CEC via email at rhaws@cecinc.com. A pre-bid conference will be held at 10:00 A.M. local time on Wednesday, September 14, 2022, at the Worthington VFD located at 130 Meadow Ridge Road, Worthington, WV 26951. Attendance at the pre-bid conference is highly encouraged but is not mandatory. The Hutchinson Community Water Association reserves the right to reject any or all bids. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. Bids mailed or delivered to Civil & Environmental Consultants, Inc. must be received no later than 12:00 P.M. on Wednesday, September 28, 2022.
