Description | The principal features of the work will consist of miscellaneous rehabilitation work on Pensacola Beach Wastewater Treatment Plant site to include Cured-In-Place Pipe (CIPP) lining of an existing 15-inch CIP, removal and replacement of an existing manhole 15-inch CIP and 12-inch CIP. The project also includes manhole rehabilitation and the abandonment of two manholes as well as concrete replacement and minor grading. All questions about the meaning or intent of the bidding documents are to be submitted to Engineer (Dale E. Long, P.E. at Municipal Engineering Services Inc. 8574 Turkey Bluff Road, Navarre FL 32566) in writing via email at dlong@mesi-fl.com up to seven (7) days prior to the bid opening. Interpretations or clarification considered necessary by the Engineer in response to such questions will be issued by addenda to the ECUA website to all parties registered to receive documents about this bid via the website. Questions received less than seven (7) calendar days prior to the date for the opening of bids will not be answered. Only questions answered by addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. The Emerald Coast Utilities Authority reserves the right to waive informalities in any bid; reject any or all proposals, in whole or in part; rebid a project, in whole or in part; and to accept a proposal that in its judgment is the lowest and best bid of a responsible bidder. In accepting a bid, ECUA may award a contract based only on the base bid, the base bid plus all alternates, or the base bid plus any alternates that ECUA selects, with all decisions being made based upon what ECUA believes to be in the best interests of its ratepayers, in the reasonable exercise of its discretion. ECUA further reserves the right to increase or decrease quantities as may be required to meet the needs of ECUA at the unit price which was bid. The ECUA does not discriminate on the basis of race, color, national origin, sex, religion, age, marital status, and disability/handicapped status, veteran status, or any other legally protected status in employment or provision of service.
