Description | As of February 15, 2023, a consultant has been selected for the project. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: COVID 19 Precautions: 1. Depending on the project location, individuals may be required to wear masks to attend meetings and for a firm to be eligible to submit bids / quotations / proposals. Bring and be prepared to wear a mask if required upon arrival. Requirements may change at any time and any updated guidance must be followed. . PROJECT DESCRIPTION/SERVICES REQUESTED - The Department of Technology, Management and Budget (DTMB) along with the Department of Corrections (MDOC) seeks to add a source of solar energy electric power to the daily operations of both St Louis Correctional Facility and Central Michigan Correctional Facility in St Louis, Michigan. The existing campus houses two correctional facilities with multiple buildings and each have their own powerhouse. The State of Michigan is seeking the design for the maximum amount of solar power that is feasible on site for entire St Louis campus. DTMB is requesting professional architectural and engineering services for design and construction administration for Phase 400 Preliminary Design, Phase 500 Final Design, Phase 600 Construction Administration / Office and Phase 700 Construction Administration / Field Inspection Services. Phases 400 and 500 will required 50 (Teams) and 90% (in person) design reviews with cost estimates at both the 50 and 90% reviews for Phases 400 and 500. The PSC will be required to participate in the pre-bid meeting, conduct the construction progress meetings twice a month on site. The PSC will be responsible for meeting minutes after each meeting. The PSC will be responsible for review prevailing wages submitted by the contractor when they submit their month pay request. The PSC will include reimbursable expenses for any plan reviews with the local power companies and LARA as are applicable. If the PSC feels that soil borings will need to be completed please include that in your reimbursable expenses. The State of Michigan - DTMB-Survey group has a topo survey that will be shared with the selected PSC. Currently the State of Michigan is wrapping up an energy audit of the campus which includes solar, and the audit will be provided to the selected PSC for their use in developing the project. Please NOTE: Proposal responses MUST be uploaded to SIGMA VSS. Please enter the total cost for all phases as the bid amount. Please remember that individual attachments can be no larger than 6mb. Please do not wait until just before the 2:00 p.m. solicitation deadline to submit your proposal response.
