Description | The Bidder must upload its bid prior to the time and date specified so that it is included in the project download. Late bids cannot be accepted. This is the only way to submit a bid for this project; paper bids will not be accepted. The work under this Two (2) Step Invitation for Bid (IFB) generally consists of, but is not limited to, complete Removal and Recycling of Used Oil Filters for a period of two (2) Base Years with the option to extend the Contract, which may be exercised at NJ TRANSIT's sole discretion, for two (2) additional Option Years starting from issuance of the Contract. All work must be in strict conformance with the specifications provided in the Bid Documents. This is a Two-Step IFB. Step One (1) of this IFB will involve a pre-qualification process. All Contractors must be prequalified by NJ TRANSIT prior to submitting a Bid. All Contractors, regardless of past performance, must complete the Contractors Pre-Qualification Form (Attachment A), for review by the NJ TRANSIT Pre-qualification Committee, prior to the submission of the Bid in Step Two (2). The Contractors Pre-qualification Form must be submitted by email to mlisboa@njtransit.com on or before 4:00 P.M. (EST) July 22, 2022 for the Contractor to be considered as a possible Bidder. Late pre-qualification forms will not be accepted and will disqualify a vendor from contract award. Only those Contractors who have participated in Step One (1) and who have been deemed pre-qualified will be allowed to submit a Bid in Step Two (2). All Contractors who are found to be acceptable at the completion of Step (One) and deemed pre-qualified, will be notified of their status by July 29, 2022 and will be invited to submit a Bid in Step Two (2). Contractors and subcontractors are also required to comply with the State of New Jersey, Division of Revenue and Enterprise Services, Business Registration Certificate requirements (N.J.S.A. 52:32-44). Contractors or Subcontractors shall not engage in the performance of any work, unless the Contractor or Subcontractor is registered as required. The requirements of N.J.S.A. 19:44A-20.14, Executive Order 117 (2008) and Source Disclosure (N.J.S.A. 52:34-13.2) apply to this project. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding Equal Employment Opportunity Laws and Regulations. NJ TRANSIT further requires that its Contractors agree to take all necessary and responsible steps in accordance with N.J.A.C. 17:13-1.1 et seq. to ensure that Small Business Enterprises (SBE) have the opportunity to participate in the performance of this contract. A Zero Percent (0%) goal has been set for this project. Additional requirements are set forth in the Bid Documents. |
