Description

The United Illuminating Company (UI) will file an application with the Connecticut Siting Council (Council), 10 Franklin Square, New Britain, Connecticut, for the issuance of a Certificate of Environmental Compatibility and Public Need (Application) for the upgrade (relocation and rebuild) and operation of 115-kilovolt (kV) transmission lines located in Fairfield and Bridgeport. UI is proposing to remove its existing 115-kV lines and facilities from the Connecticut Department of Transportation (CT DOT) railroad catenary structures that span the Metro North (MNR) tracks in both Fairfield and Bridgeport. Along approximately 7.3 miles of the MNR tracks, the 115-kV lines will be removed from approximately 190 railroad catenary support structures and rebuilt on single or double circuit monopoles, which will be located within or near the CT DOT-owned railroad corridor. In Fairfield, the new monopoles will be located south of the MNR tracks; in Bridgeport, the new monopoles will be positioned north or south of the tracks, depending on multiple factors such as existing substation alignment and the built environment. UI also will replace three existing doublecircuit lattice steel towers along its existing 0.23-mile right-of-way from the CT DOT railroad corridor in Fairfield to its Ash Creek Substation. In total, approximately 100 new monopoles will be installed. The Project also will provide upgraded 115-kV connections to four UI substations (Congress Street, Pequonnock, RESCO and Ash Creek), all located in Bridgeport. Together, these transmission line upgrades will help maintain system reliability, promote climate resiliency, preserve safety within and adjacent to the transmission lines and provide technological enhancements to legacy system equipment. Details on the Project will be included in UI's Application to the Council. If approved by the Council, Project construction is expected to begin in 2025. The new transmission lines are proposed to be completed and anticipated to be in-service by 2028 The method of Contractor Selection has not been Determined at this time.
