Description | Task 1 - Mowing Grassy Fields Mowing of grassy fields for about a total of 55 acres in several locations for two times per year at each location. This includes two waste landfills with 30-degree slopes in Industrial Area 7, one landfill with 30-degree slopes in Industrial Area 9, one capped waste site with 30-degree slope in Industrial Area 12, and one capped waste site with 30-degree slope near Hampton Cemetery, and around two relatively flat sedimentation basins and parking lot area in Industrial Area 9. The Industrial Area 7 landfills are within a fenced area so the mowing should also include a border of at least 20 feet along the outside of the fence line up to the paved road in some places that have been previously mowed. The average grass height after mowing should be less than 10 inches. Mowing equipment for the 30-degree sloped areas must be rated by the manufacturer to be appropriate for that environment. Task 2 - Mowing Roads This includes relatively flat surface roads in remote areas that have been previously cleared of trees for two times per year. The foundations of the roads are in good shape from the original construction in the 1940s. The service roads lead to groundwater monitoring wells for access by a four-wheel drive vehicle for groundwater testing. The areas include EMMA Operable Unit Sites COC-3 (next to Hampton Cemetery) & COP-4 (within Industrial Area 12), west of Industrial Area 2D), Industrial Area 2D, Industrial Area 8, Industrial Area 11, and Industrial Area 12. A map will be provided of the previously cleared roads. This includes mowing the vegetation growing in the roadway and sides of about 12 feet wide for about ten miles of roads. The average grass height after mowing should be less than 10 inches. Task 3 - Clear New Field This includes a relatively flat 8.0 acre+- field southeast of the repository that is grown up in invasive brush like Autumn Olive, Multiflora Rose, Phragmite, and Bush Honeysuckle. Also present are numerous small trees (less than 4” DBH). Removal of the woody growth shall be accomplished in a manner that inhibits regrowth while causing minimal soil disturbance such as pulling or plucking with heavy equipment to remove the roots as well as the brush/trees. Small trees are to be removed to the extent needed to facilitate mowing. It is critical that the woody vegetation (does not apply to Phragmite) not simply be cut off leaving behind a stickup that could cause tire punctures or be a tripping hazard. Soil clinging to the roots will be shaken off in place and brush piles established for later burning by refuge staff. Brush piles must be carefully stacked and compressed to facilitate later burning. No trees larger the 4” DBH will be removed in this area. The field will also be mowed with an average grass height of less than 10”. Phyto remediation cells are present near this area. Trees in the phyto remediation cells must not be damaged and a smaller maneuverable mower may be required in those areas. The goal is to convert this area to a savannah type of landscape. Task 4 - Removal of trees The contractor will cut down and remove up to 40 live or dying mature sized trees from various locations identified by the Field Supervisor. The cut timber and wood can be stacked at locations identified by the Field Supervisor. The stumps will be cut as close to the ground as practical given the environmental setting and safety concerns. Some trees may be close to structures so care must be given as not to damage any building or other infrastructure features. Task 5 - Trimming of Previously Cleared Well Heads Along and at the ends of the service roads mentioned in task numbers 2 and 3 above, are smaller sized concrete pads with groundwater monitoring well heads often surrounded by four bollards each. The weeds and woody vegetation like vines and brush have been cleared from 112 well structures. A map will be provided showing the previously trimmed well heads. As simple trimming with a weed eater for example needs to occur at these 128 previously cleared well structures to help keep the vegetation down. This allows easy access to the test the groundwater. Note that there are some monitoring wells that are not adjacent to service roads and may requires a hike of about up to 0.25 mile to access for the field work. Task 6 - Road Repairs The contractor is responsible for ordering, paying, and delivery of 350 tons of rock and gravel. Contractor is responsible for determination of quantity of 3” clean and CA6 product. The contractor will level and shape a total 350 tons of rock and gravel that will be delivered to unimproved well access roads near Industrial Areas 11 and 12. A combination of 3” clean for a base in holes or wet/soft areas and CA6 on top will produce acceptable results. This is an existing road that has fallen into disrepair. |
