Description

A.The intent of this section is to provide a general outline of the work required under this contract and identify special project conditions and/or requirements. It is not intended to provide detailed specifications for materials, labor, and workmanship. These are covered in the specifications. B.Buffalo Pass Rd on the Hahns Peak/Bears Ears District is an approximately 15 mile stretch of scenic dirt road providing access to numerous hiking trails, scenic views, campgrounds, access to the Mount Zirkel Wilderness, and other outdoor activities. The lower elevations are typically accessible by passenger car at the lower elevations with high clearance vehicle recommended at the higher elevations. The Buffalo Pass Rd is in need of improvements to include roadway surface, drainage, and site lines to improve visitor access, safety, and address deferred maintenance issues C.Dry Lake Campground and Trailhead are two developed sites that sit within a quarter mile of each other on the Buffalo Pass Rd. corridor on the Hahns Peak/Bears Ears District. Both sites allow access to a heavily utilized recreation area for the winter and summer months. Hybrid skiing opportunities, unique to the Forest, exist in the area and the trailhead parking lot is overflowing in the winter. In the summer, existing trails are heavily utilized for mountain biking activities. The campground is in need of new site amenities (i.e. picnic tables, fire rings, and bearboxes). A redesign of the campground is needed to provide additional loops/sites large enough to accommodate larger campers that are popular in the area. The additional loops will require vault toilets and site amenities. The host site at the main loop is also in need of refurbishment for wastewater collection and site amenities. D.The flow of traffic at the trailhead needs to be improved and additional parking needs to be added along Buffalo Pass Road to accommodate the large volume of vehicles visiting the area in the winter. A new kiosk, vault toilet and rest area are also needed at the trailhead.
