Description

As of January 3, 2023, a design/build award has not been made. Although a firm timeline for construction has not been determined, construction is not expected to start prior to January 2023. *The closed solicitation has been included below for reference: This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification or drawings are available with this notice. Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. North American Industry Classification System (NAICS) code: 236116 Small Business Size Standard: $31.0M Solicitation: The NPS anticipates issuing a request for proposals in the Summer of 2022. Bonding: The NPS anticipates bid, performance and payment bonds will be required. Estimated Price Range: $1M-$5M Project Description: Replace obsolete 6-plex housing unit with new 6-plex unit that meets code and is sustainable in a remote area required for occupancy. The units replace substandard units and employees will gain satisfactory housing. This will allow adequate resource and visitor protection in the area. The new unit will provide affordable, safe, and accommodating housing for park employees. Deferred maintenance will be eliminated for current location 63107 by replacing the 6-plex location 63107 with the construction of a 6-plex housing unit. Project Scope: The project will consist of the design and construction of a modified NPS Housing Prototype building #3. The modified design of the prototypical design is included in the Schematic Design documents and consist of a 6-plex, one-story wood framed structure, with optional Laundry and Storage Units, totaling 3,856 sf. The new housing unit will be optimized with a focus on life safety, first costs, space utilization, and energy efficiency. Exterior finishes will maximize sustainability and minimize visual intrusion. The new structure will be served from upgraded utility lines and will meet the requirements of the Architectural Barriers Act Accessibility Standards (ABAAS). The existing Mission 66 6-plex housing unit is to be demolished within this project. Sitework will include additional vehicular parking, two new RV parking spaces, bioswale water detention, grading, tree protection and utility improvements. The design documents included in the Schematic Design package are intended to illustrated changes from the NPS Housing Prototype design documents, and any character-defining elements or Park-specific design adaptations. The DB Contractor shall utilize both the SD Documents and the NPS Housing Prototype documents for building #3 to generate the final design and construction documents. The project will include, but not be limited to: Construct project Create and provide operations and maintenance manual. Design site, site utilities, building and foundation system. Life Cycle cost analysis Provide as-constructed drawings. Provide schedule of construction work. Review Schematic Design preferred alternative provided in the RFP package. Review site data. Secure work area and provide for continued access to the facility. Submit DB Design Development and DB Construction Documents for review and approval, as required. Submit list of required permits. Upon award, determine and provide design schedule of work. Provide Archaeological Monitoring during site disturbance and septic field expansion work. Include tree protection plan and details. Provide revegetation plan for disturbed areas including an invasive species management plan. Scope assessment of existing sanitary sewer system to be reused. Modular construction, per DB Contractor's means and methods. Confirmation of utility capacity with existing utility providers.
