SR 309 Safety Improvement Project

For the rehabilitation and improvement of a certain section of Sr 6309 In Luzurne County, Wilkes-Barre Townshp, Commonwealth of Pennsylvania, SR 6309, SECTION MTM. The purpose of the project is to improve peak hour congestion levels to an acceptable level of service and to reduce crashes. Also to accommodate future post-development traffic volumes to not adversely impact traffic in the surrounding area. The existing drives for Blackman Plaza are being reconstructed in accordance with the PennDOT requirements. Drive A, Drive-B, and Drive-C, access State Route 6309. Drive-D and Drive-E, access State Route 2016. Drive-A will be reconstructed as a signalized High-Volume Driveway. Drive-A will be relocated to the west along S.R. 6309, to align with Johnson Street which is a Wilkes-Barre Township’s road. The first 245 feet of Johnson Street will be reconstructed as well. Deceleration lanes will be constructed for both Drive-A and Johnson Street. The new intersection is being constructed to accommodate WB-67 tractor trailers. Adjacent to Drive-A. Drive-B is to be reconstructed as a Medium-Volume drive to accommodate WB-40 trucks. A deceleration lane will also be constructed along S.R. 6309 for this access drive. Drive-C along S.R. 6309 is to be permitted as a Low-Volume Drive one-way entrance drive for cars only. Drive-D is to be reconstructed as a Medium-Volume drive to accommodate WB-40 trucks. Per the approved traffic study, the left turn stacking lane along Casey Avenue needs to lengthen. The pavement width of Casey Avenue needs to be increased to accommodate the left turn staking lane. Drive-E is to be reconstructed as a Low-Volume drive to accommodate WB-67 trucks. All traffic exiting the drive will be required to turn right onto Casey Avenue. New concrete curbing will be constructed along existing parking lot that borders both S.R. 6309 and S.R. 2016. New light standards will be installed with LED fixtures. The existing pavement not being reconstructed will be seal coated and new pavement markings will be installed. The proposed re-development project for Blackman Plaza will decrease the overall impervious coverage for site by 22,705 SF. The decrease of impervious coverage factors in the proposed impervious coverage to be added within S.R. 6309, S.R. 2016, and Johnson Street Right-of-ways.
