Major items of work for this project include, removing water from work areas and controlling water to prevent flow into work areas. Excavate a portion of the existing dam embankment to remove the existing outlet works pipe and to construct the new decommissioning channel. Place and compact a portion of the soil excavated from the dam embankment to construct spreader dikes within Fubar Reservoir. Construct a reinforced cast-in-place concrete inlet and stilling basin structures, as well as the new access road. Reclaim all disturbed areas including staging areas and temporary roads. Construct a 3 barbed and 1 smooth, 4- wire fence. The work covered by this contract includes furnishing all labor, material, equipment, and incidentals necessary to complete this requirement as per the accompanying specifications and drawings. The period of performance for this requirement 365 calendar days after notice to proceed. The BLM expects to issue a Total Small Business Set-Aside competitive solicitation in April 2022. The BLM anticipates issuing a single Firm Fixed Price (FFP) award from this solicitation. Davis Bacon Act (DBA) is applicable, and the appropriate DBA Wage Determination(s) will be included in the solicitation. The NAICS code for this acquisition is 237990, "Other Heavy and Civil Engineering Construction." All materials must be in accordance with the Buy American Act. A Request for Proposal (RFP) solicitation package will be available electronically via the government official website Sam.gov. Potential offerors are responsible for monitoring the website for all communication regarding this requirement, including downloading the complete solicitation package and all solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications at Sam.gov. A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost, specifications, and performance of the project.
