This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number 36C25622Q1090 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-05. The Southeast Louisiana Veterans Health Care System (SLVHCS) located at 2400 Canal Street, New Orleans, LA 70119 is seeking a contractor that can provide the following services: Air Duct Cleaning Services. Specifically, a contractor is needed to complete cleaning (post construction) of all existing sheet metal and flex duct work including all ancillary equipment (grills, registers, screens, etc.) for air ducts located throughout the facility. The facility is approximately 1.6M square feet. The facility consists of eleven (11) buildings which house patient care areas, laboratories, and office spaces. Personnel performing services must be specifically qualified and trained to work on Commercial Duct and Ventilation Systems. History/Background: Air Duct Cleaning Services are recurring services that are needed approximately every five (5) years. The same air ducts that require cleaning for this procurement where last cleaned in 2017-2018 under contract VA25617P2192. Information regarding the previous contract can be found utilizing the Federal Procurement Data System (FPDS) www.fpds.gov. Currently there is no active contract in place with an incumbent contractor for these services. A site visit will not be offered for this procurement. Locations and site areas of the air ducts that require cleaning are annotated in the drawings/schematics that accompany this solicitation. In total fifteen (15) drawings/schematics accompany this solicitation which are described below. The Performance Work Statement contained within this solicitation is a non-negotiable document. Offers/quotes shall not include edits, revisions, additions, deletions, alterations, or track change comments to the Performance Work Statement. Inquiries regarding information that is contained Page 3 of 67 within the Performance Work Statement can be addressed via the submission of contractor questions about this solicitation. The applicable NAICS code for this procurement is 561790 - Duct Cleaning Services. The associated size standard is $8 million. This solicitation is set aside 100 % for Service-Disabled Veteran Owned Small Businesses (100% SDVOSB set aside). When preparing offers in response to this solicitation offerors shall refer to FAR 52.212-1 (Instructions to Offerors - Commercial Items), FAR 52.212-2 (Evaluation-Commercial Items) and Addendum to FAR 52.212-1. These sections contain specific instructions, guidance, format, and exact requirements for what constitutes a complete and responsive offer/quote. Contract Period: Base POP Begin: 09-01-2022 POP End: 08-31-2023 PRINCIPAL NAICS CODE: 561790 - Other Services to Buildings and Dwellings PRODUCT/SERVICE CODE: J041 - Maintenance, Repair, and Rebuilding of Equipment - Refrigeration, Air Conditioning, and Air Circulating Equipment 1.0 Summary and Scope 1.1. SLVHCS is seeking a Duct Cleaning Service Provider for complete cleaning (post construction) of all existing sheet metal and flex duct work including all ancillary equipment (grills, registers, screens, etc.). Services will be rendered at the new medical center is located at 2400 Canal Street, New Orleans, LA 70119. The facility is approximately 1.6M square feet. The facility consists of eleven (11) buildings which house patient care areas, laboratories, and office spaces. 1.2. The contractor shall maintain work schedules as outlined by this performance work statement. The schedules shall take into consideration that the staff can effectively perform their services without adversely impacting patient care and the safe operation of the medical center. The Contractor shall deliver standard services between the hours of 1600 - 0400 Monday through Friday; or as otherwise agreed upon due to safety concerns. 1.3. No work shall be performed on Government holidays. Below is a list of approved observances. The dates provided are for 2022. Subsequent annual list of holidays and observances will be provided in advance of option year renewal. Offer Submission Guidance: Offers/quotes shall be submitted via e-mail only to C. Offers are due no later than Thursday, July 14th, 2022, by 1300 hours (1:00 p.m.) Eastern Time. Any contractor submissions or requests for information received after the closing date and time of this solicitation (for any reason) are late. It is very unlikely that the solicitation close date will be extended so offerors are encouraged to respond on or before the final response date of Thursday, July 14th, 2022, with their best offer/quote. It is recommended that offers be sent utilizing e-mail messages with manageable and allowable file sizes to ensure an effective transmission. Separate or multiple e-mails are allowed just as long as the offeror indicates which/how many e-mails constitute a complete offer. (i.e. E-mail message 1 of 2, E-mail message 2 of 2 etc.). Offers shall not be sent as zip files and shall be rejected if received in this format. (Zip files are automatically blocked by the VA's email security system thereby preventing such files from being opened, read, and accessed by the contracting administrator). The government will acknowledge receipt of offers (by e-mail) if received prior to the close date and time of the solicitation. The government's acknowledgement that an offer/quote has been received shall not constitute the acceptability or unacceptability of the offer/quote that has been submitted by the contractor. INSTRUCTIONS FOR OFFER PREPARATION AND SUBMISSION PART I -OVERVIEW AND GENERAL GUIDANCE Offerors/quotes shall submit their offer in three (3) volumes as detailed in this section of the solicitation. All offers/quotes shall conform to the solicitation provisions and be prepared in accordance with this section. Offers/quotes submitted should not simply rephrase or restate the government's requirement but rather shall provide a convincing rationale to address how the offeror intends to meet these requirements in sufficient detail. Simply restating (or copying and pasting directly from) the Performance Work Statement will not be evaluated favorably by the government. Offerors shall assume that the government has no prior knowledge of the contractor, their facilities, or their experience. Therefore, the contractor's offer/quote shall be in sufficient detail (to the extent necessary) that the solicitation criteria, factors, and other requirements contained herein are adequately, appropriately, and completely addressed (which includes providing all required documentation that has been specified for submittal in this solicitation).
