Description | Furnishing of Solid Waste Curbside Collection Service, Recycling Curbside Collection Service and Curbside Collection of Vegetative Waste The work to be done under this contract includes the furnishing of solid waste curbside collection and transportation service and recycling collection and transportation service and vegetative waste collection and transportation service in the Borough of Emerson for up to five (5) years and the commencement date for such service is January 1,2023. Each bid shall be: (I) Made upon the blank bid form furnished with the contract documents and specifications; (2) Accompanied by the fully completed Questionnaire Concerning Experience of the Bidder; (3) Accompanied by an unconditioned and irrevocable Consent of Surety from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required unconditioned Performance Bond upon the award of the contract; and (4) Accompanied by a certified check, cashier's check or unconditioned Bid Bond made payable to the Borough of Emerson in the amount of 10% of the bid, but not in excess of $20,000. Such check or unconditioned Bid Bond shall be made payable or in favor of the Borough of Emerson, and shall be held as guarantee that, in the event the bid is accepted and a contract awarded to the bidder, the contract will be duly executed, and its performance properly secured and in default thereof, said check or unconditioned Bid Bond in the full amount represented thereby will be forfeited to the Borough of Emerson as liquidated damages. The bidder to whom a contract is awarded will be required to furnish an unconditioned Performance Bond in the amount of 100% of the contract for a oneyear period to be renewed yearly from an approved surety company or trust company licensed in the State of New Jersey conditioned upon the faithful performance of the work in accordance with the contract documents and specifications. The specification/contract requires daily inspections of vehicles to ensure when the solid waste is deposited at the disposal facility, the municipality is charged only disposal charges for garbage and trash generated from the Borough's Municipal Collection Program. The Borough's Municipal Collection Program is a specific program with specified collection routes requiring collection performance compliance between 7 am and 4 pm daily and setting forth monetary deductions for non-compliance and contract cancellation for repeated non-compliance. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq and N.J.A.C. 17:27 et. seq and N.J.A.C. 17-37, as well as Chapter 33 (Statement of Ownership). Bidders which are corporations not incorporated in the State of New Jersey must furnish with their bid, a certification by the Secretary of State of New Jersey that they are authorized to conduct business in the State of New Jersey. Addenda may be issued by the Borough of Emerson prior to the opening of the bids and will become part of the specifications. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Borough Clerk of the Borough of Emerson, New Jersey and be plainly marked, "BID FOR SOLID WASTE SERVICE AND RECYCLING SERVICE AND VEGETATIVE WASTE SERVICE FOR THE BOROUGH OF EMERSON." The Mayor and Council of the Borough of Emerson reserves the right to waive any technicalities as may be deemed best for the interests of the Borough of Emerson. The Mayor and Council also reserves the right not to consider any bids in accordance to law. THE BOROUGH RESERVES THE RIGHT TO SELECT THE TYPE OF SERVICE OPTIONS, TERM OF CONTRACT YEARS AND TO AWARD SEPARATE CONTRACTS FOR SOLID WASTE COLLECTION, RECYCLING COLLECTION AND VEGETATIVE WASTE COLLECTION AS IT DEEMS TO BE IN THE BEST INTEREST OF THE RESIDENTS AND TAXPAYERS OF TEE BOROUGH OF EMERSON, BIDDERS ARE REQUIRED TO BID ON EACH SERVICE LEVEL OPTION TO BE CONSIDERED A RESPONSIVE BIDDER. Each bidder is required to have obtained a Business Registration Act Certificate from the New Jersey Department of Treasury/Division of Revenue, (609) 292-9292, prior to the date of the bid opening. |
