All responses to questions will be provide in writing to all members requesting clarification and attendees to the pre-bid meeting.Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. The owner reserves the right to reject any or all bids and to waive any informalities in the bidding. The owner does not obligate himself to accept the lowest or any other bid nor to award or make the purchase in any definite time. LIQUIDATED DAMAGES: Failure or delay in completing work on time as specified or such additional time as may be allowed by the Engineer under the contract, the amount of liquidated damages to be recovered and withheld shall be as follows: Liquidated damages per day - $100.00 per day
