Description

**As of February 9, 2023, project was awarded to Scandroli Construction, awarded amount is $8,980,381.51.** Goals for minority participation for each trade 6.3% Goals for female participation in each trade 6.9% Well 34 - Water Treatment Facility. The existing Well 34 facility will be demolished and replaced with a new facility for the removal of iron, manganese and radium. The new facility will contain a horizontal pressure filter, backwash tank, chemical treatment equipment and related appurtenances. A new reservoir with booster pumps will also be constructed as part of this facility. Any bidder attempting to deliver after the opening time and date will be refused. Bids shall be on a lump sum basis. Proposed construction improvements include: The existing Well 34 facility will be demolished and replaced with a new water treatment facility for the removal of iron, manganese and radium. The new facility will contain a horizontal pressure filter, backwash tank, chemical treatment equipment and related appurtenances. A new reservoir with booster pumps will also be constructed as part of this facility. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. The contractor shall pay prevailing wages in accordance with the Federal Davis-Bacon wages provision, and comply with the laws of the State of Illinois on fair employment practices and with the City of Rockford's ordinance on Equal Opportunity Employment and Business Opportunity. Any bids failing to include compliance items properly completed will not be read and will not be considered. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. The City of Rockford reserves the right to reject any or all bids or to waive any informalities in the bidding. The City of reserves the right to reject bids should IEPA loan dollars not be granted. Bids may be held by the City of Rockford for a period not to exceed 120 days from the date of the opening of Bids for the purpose of reviewing the bids.
