Description

Bids are invited for several items and quantity of work as follows, Complete rehabilitation of the interior and exterior surfaces of the existing 150,000-gallon elevated storage tank, including surface preparation, coating, structural repairs, well header piping replacement, and surface restoration. This contract shall include all necessary labor, equipment, tools, materials, painting, disinfection, structural steel repairs, safety measures, environmental protection, shrouding, disposal of surplus items, site restoration, and all other related construction for the proposed tank rehabilitation and repainting. The contractor shall coordinate with City personnel when removing a tank from service and/or restoring a tank to service. It shall be the responsibility of the bidders to carefully inspect the site and all pertinent parts and devices on the tank to ascertain the quantity of surface preparation, repairs, and painting required to perform the rehabilitation and place the tank back into operation in accordance with the contract specifications. The Contractor shall use the materials specified, or materials of another manufacturer that are deemed equivalent in the opinion of the Engineer to the materials specified. In the event the Contractor desires to substitute the products of another manufacturer, he shall apply to the Engineer in writing at least fifteen (15) days prior to the bid date requesting substitution and shall furnish with his request complete descriptive materials on the product along with NSF Certification plus manufacturers recommendations for surface preparation and application. The deadline to ask questions is 11/23/2022 5:00 PM CST A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Kountze or negotiable U.S. Government Bonds (at par value) may be submitted in lieu of the Bid Bond. Funding for this project is covered under Section 3 of the Housing and Urban Development Act of 1968. All eligible bidders must comply with Section 3 requirement in regard to meeting or exceeding the required objectives for both hiring and subcontracting. In accordance with these objectives, contractors are required to direct their newly created employment and/or subcontracting opportunities to Section 3 Residents and Business Concerns. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Any contract or contracts awarded under this Invitation for Bids are expected to be funded by American Rescue Plan Act No Pre-Bid Conference will be held on this project. The City of Kountze reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Kountze for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders qualifications prior to the contract award.
